New Immigration Program Prioritizes Specialized Military and Strategic Professionals While Canadian Government Announces Billion-Dollar Plan to Modernize Defense and Boost Economy.
The Canadian government announced changes to the immigration system to prioritize the entry of professionals deemed strategic, including specialized military personnel, amid a stated attempt to make the model more sustainable and aligned with market needs.
According to the newspaper O Globo, the reformulation includes the creation of a specific category for qualified military recruits and occurs while Ottawa presents a large-scale investment plan focused on defense and its industry’s growth over the next decade.
New Screening in Immigration and Focus on Essential Occupations
Over decades, Canada has consolidated its image as a preferred destination for economic migrants, with programs aimed at addressing market shortages and sustaining population growth in various provinces and cities.

In Dubai, rising tensions from the war in the Middle East are causing super-rich individuals to leave the Gulf and direct their fortunes to a new financial refuge in Asia.
However, in 2024, then-Prime Minister Justin Trudeau stated that the rapid arrival of people put pressure on services and infrastructure, impacting the healthcare system and the housing market, according to an assessment released by the government itself.
Now, Prime Minister Mark Carney has repeated the idea that Ottawa intends to “control immigration”, combining a reduction in the total volume of admissions with a more targeted selection to fill critical vacancies and enhance productivity.
This line of action also appears in the argument that the Canadian economy faces additional risks in an environment of trade tensions with the United States, cited by the government to justify the active pursuit of skilled labor.
Express Entry Gains Military Category and Government Promises Global Recruitment
In the presentation of the new framework for Express Entry, Immigration Minister Lena Metlege Diab stated that the goal is “to attract the best talent to Canada”, prioritizing profiles that can contribute immediately.
According to her, the change includes “a new category for qualified military recruits”, aimed at highly skilled foreign candidates, as long as they meet the program’s requirements and fit the demand indicated by the Canadian Armed Forces.
Diab detailed that the group includes health and aviation professionals, mentioning doctors and nurses, as well as pilots, in an effort to strengthen the force in specialized areas and reduce operational bottlenecks.
| Area | Included Professionals | Notes |
|---|---|---|
| Health | Doctors | Priority for the reconstruction of the healthcare system |
| Health | Nurses | Service in civil and military units |
| Aviation | 77 pilots | Technical and operational functions |
In a direct statement, the minister said: “We are not waiting for the right people to find us. We will go out into the world to recruit the people our country needs,” describing a more proactive stance from the government.
Billion-Dollar Defense Plan and Projected Economic Impact for Ten Years
On Tuesday, Carney announced a defense strategy that foresees the modernization of infrastructure and the expansion of military and industrial capabilities, promising to also stimulate economic growth in related sectors.
The government linked the plan to goals for expanding research and development in defense, increasing revenues from the industry, growing exports, and generating jobs, within a ten-year horizon.
According to the presented strategy, Ottawa intends to increase public investments in research and development linked to defense, as well as encourage a stronger supply chain within the country, with more contracts aimed at Canadian suppliers.
Also according to the disclosed parameters, the initiative aims to reduce external dependencies and strengthen autonomy in areas considered sensitive, within a context described by the prime minister as one of increasing insecurity in the international environment.
Doctors, Nurses, and Pilots Join the Workforce Replenishment Strategy
The logic behind the new screening is to bring immigration and sector planning closer together, prioritizing occupations in shortage and increasing the chance that new permanent residents will quickly enter the job market.
In this design, doctors and nurses appear as responses to persistent gaps in the healthcare system, while the mention of pilots speaks to both civil transportation sector needs and technical functions within the military.
Diab stated that the new military category will support the commitment to “strengthen our armed forces, defend our sovereignty, and keep Canadians safe”, attributing a direct role to the rules in defense policy.
At the same time, the government maintained the message that it intends to balance the entry of people with the country’s absorption capacity, arguing that the pressure on housing and public services requires greater selectivity.
What Changes for Foreigners and How Selection Works
Although the announcement mentions the opening to foreign candidates, the proposal does not mean a waiver of criteria, as Express Entry remains a competitive system based on scoring and eligibility requirements.
Furthermore, the government indicated that additional rounds of invitations will continue in already existing categories, such as health and francophone candidates, which preserves parallel channels and avoids concentrating selection in a single type of occupation.
Still, by creating a specific pathway for qualified military recruits, Ottawa signals its intention to use immigration as a tool to fill sensitive functions, combining defense needs with the shortage of professionals.
