In the Brazilian educational scenario, initiatives aimed at children's literacy have gained prominence, reflecting a growing commitment to the development of reading and writing skills from the earliest school years.

Recently, the the Ministry of Education (MEC): implemented a significant measure in this context.

Last Tuesday (04) the MEC published Ordinance nº 85/2025, which institutes the Reading and Writing Program in Early Childhood Education (Pro-LEEI).

This action is part of the set of ongoing training initiatives of the National Commitment to Literate Children.

The program is structured around three main axes: management and governance; training of education professionals; and recognition and dissemination of significant pedagogical practices for preschool children.

The objective is to implement continuing education actions focused on expanding and consolidating the knowledge of early childhood education professionals.

Management and governance at the MEC

The management and governance axis aims to strengthen collaboration between the Union, states, municipalities, the Federal District and federal higher education institutions.

These entities will work together to implement basic education policies that promote literacy at the appropriate age.

Cooperation between these actors is critical to the success of the program, ensuring that the guidelines are applied effectively across the country.

Training of education professionals

Regarding the training of education professionals, the Pro-LEEI plans and implements pedagogical practices aimed at the development of children in the field of oral language, reading and writing.

The initiative seeks to expand and consolidate educators' knowledge, offering them updated tools and methodologies to improve the teaching-learning process in early childhood education.

Recognition and dissemination of pedagogical practices

The third axis of the program focuses on the recognition and dissemination of significant pedagogical practices for preschool children.

This includes identifying, valuing and sharing successful experiences that can serve as a model for other educational institutions.

By highlighting these practices, Pro-LEEI aims to encourage the adoption of effective methods in different educational settings.

Results achieved

In 2024, the Reading and Writing in Early Childhood Education Program (LEEI) achieved significant results.

In total, 26 federative units and 3.792 municipalities, representing 68% of the total, participated in the initiative.

This resulted in the training of 223.964 preschool teachers, who are now better prepared to promote literacy and language development in 4 and 5 year old children, respecting the specificities of these age groups.

Importance of literacy at the right age

Literacy at the appropriate age is crucial for children's educational and social development.

According to the National Education Plan (PNE), all children are expected to be literate by the end of the 2nd year of elementary school.

Programs like Pro-LEEI are essential to achieving this goal, as they provide ongoing support to educators and promote effective teaching practices.

Challenges and prospects from MEC

Despite the advances, there are still challenges to be overcome in promoting children's literacy in Brazil.

Educational inequality between different regions and socioeconomic contexts requires special attention.

Pro-LEEI, by emphasizing collaboration between different spheres of government and educational institutions, seeks to address these disparities and ensure that all children have access to quality education.
