DER Will Modernize Oversight at 649 Highway Points With New Highly Technological Radars. These Devices, Expected to Be Operational in the First Half of 2025, Promise More Safety, Precision in Vehicle Counting, and Real-Time Monitoring.

Are you one of those who slows down only when passing radar and quickly speeds up again? This strategy is coming to an end – but with a different technology than expected.

The São Paulo Department of Highways (DER-SP) clarified that the radars to be installed on state highways are not of the Doppler type, as previously reported, but rather of the Fixed-Control and Fixed-Reducing types, which have distinct technology.

According to Public Notice No. 145/2023, the equipment is in the final stage of the bidding process, with the hiring of the winning companies already concluded.

The expectation is that installations will be carried out and the radars will be operational in the first half of 2025.

How the New Radars Work

Unlike Doppler-type radars, which use frequency waves to capture images of vehicles, the new devices adopt technology with a inductive loop embedded in the pavement to measure speed.

This system is considered more reliable and less susceptible to external interference, ensuring greater accuracy in traffic oversight.

Moreover, the Fixed-Reducing radars will feature displays that show the speed of vehicles in real-time, being installed exclusively in locations where the speed limit is 60 km/h or less.

This means that drivers will be immediately informed of their speed, promoting greater awareness and safety on the roads.

According to DER-SP, the new equipment will be more modern and efficient, in addition to:

  • Monitoring speed accurately;
  • Counting vehicles for traffic monitoring;
  • Performing automatic license plate reading;
  • Transmitting data in real-time to the DER control center.

This modernization not only enhances monitoring but also facilitates the work of authorities by providing detailed information about vehicle flow on São Paulo’s highways.

Where Will the Radars Be Installed?

The DER’s plan includes the installation of radars at 649 points distributed across more than 150 state highways not granted to the private sector.

Included among the highways is the Luiz de Queiroz Highway (SP-304), which connects important cities such as Americana, Santa Bárbara d’Oeste, and Piracicaba.

Here are some of the confirmed locations for SP-304:

Highway Kilometer City
SP-304 121.5 Americana
SP-304 126.3 Americana
SP-304 127.4 Americana
SP-304 128 Americana
SP-304 131.17 Americana
SP-304 133.4 Santa Bárbara d’Oeste
SP-304 134.3 Santa Bárbara d’Oeste
SP-304 150.3 Piracicaba
SP-304 167.1 Piracicaba

These points are part of a comprehensive plan to enhance safety and improve monitoring on São Paulo’s highways.

The choice of locations considered factors such as accident history, traffic volume, and road characteristics, prioritizing areas with a greater need for oversight.

Why Is This Measure Necessary?

According to DER-SP, the goal is to reduce accidents caused by speeding, one of the main factors of fatalities on highways in the state.

Recent data indicates that recklessness, combined with high speeds, significantly increases the risk of serious collisions, often resulting in fatalities.

Behaviors such as sudden accelerations and abrupt braking not only put offending drivers at risk but also endanger other road users.

“It’s not just about punishing; we want to change driver behavior”, emphasized a spokesperson for the agency.

They reinforced that the installation of the new radars aims to create a safer environment for all highway users, from drivers to pedestrians using nearby crossings.

Furthermore, vehicle counting, combined with real-time data transmission, will allow the DER to better plan maintenance and necessary improvements on the highways.

“This measure goes far beyond enforcement; it represents a step forward in traffic management in São Paulo”, concluded the DER representative.

Transparency and Access to Information

DER-SP reinforces its commitment to transparency and the availability of information to citizens.

Drivers interested in more details about the bidding and the sections included can access the full text of Public Notice No. 145/2023 on the official DER portal (www.der.sp.gov.br). Simply access the “Transparency” menu under the “Bidding” tab and click on “Notices” to consult the complete information.

On the portal, it is possible to find:

  • Details about the criteria for choosing the winning companies;
  • Technical specifications of the equipment to be installed;
  • A complete map showing the locations of the expected radars.

This transparency initiative seeks to ensure that the population is fully informed about the changes and can monitor the project’s implementation.

Modernization as a Solution

With implementation scheduled for 2025, DER-SP reaffirms its commitment to traffic safety and the modernization of the oversight system in the state.

The adoption of advanced technologies for monitoring and controlling traffic represents a milestone in roadway management, aligning São Paulo with the best international practices in this sector.

It is expected that, with the commissioning of these new radars, there will be a significant reduction in the number of accidents and an increase in enforcement efficiency, contributing to safer and more organized traffic for all.
