Starting in October 2025, Brazilian states will intensify the enforcement of vehicle licensing, a measure that promises to impact millions of drivers across the country. According to information from the FDR portal, driving without the updated document can result in a fine of almost R$ 3 thousand, added to other infractions, as well as 7 points on the driver’s license and even vehicle seizure.
The vehicle licensing is a mandatory process outlined in the Brazilian Traffic Code (CTB) and ensures that the car is fit to circulate.

Without this payment, it is not possible to issue the CRLV-e, the digital Vehicle Registration and Licensing Certificate.
The CRLV-e replaced the printed version and can be accessed through an official app or printed on plain paper, making it easier to carry the document.
However, the lack of licensing is still considered a serious infraction, as outlined in Article 230 of the CTB.
Penalties for Non-Compliance
The absence of vehicle licensing exposes the driver to severe sanctions. Among them:
- Fine of R$ 293.47, which can approach R$ 3 thousand in case of recurrence or combination with other infractions.
- Seven points on the driver’s license, making it harder to maintain licensing in good standing.
- Seizure and removal of the vehicle to the yard until the pending issue is resolved.
According to FDR, these measures aim not only to punish but also to encourage mass regularization, as many drivers postpone payment until the last moment.
