The saga to explore the potential of oil and gas in the Brazilian Equatorial Margin has reached its most critical moment. The drillship ODN II, contracted by Petrobras, is now positioned in the Amazon River Basin, after an 18-day trip that started from Rio de Janeiro. Its mission is not to drill yet, but to perform a test that will determine the future of one of the country’s most ambitious and controversial projects.

The operation is the epicenter of a battle that divides Brazil. On one side, the promise of unlocking a new frontier of wealth and ensuring energy security. On the other, the fear of an environmental disaster in one of the planet’s most sensitive areas. What happens in the coming days on the coast of Amapá will resonate for years in politics, the economy, and the environment.

Pioneering the Operation: The Drillship ODN II and Its Mission

The protagonist of this operation is the drillship ODN II. Operated by Foresea (the successor company to Odebrecht Oil and Gas), it departed from Rio de Janeiro on June 7, 2025, after undergoing a rigorous cleaning of its hull to remove invasive corals, a condition imposed by IBAMA.

The immediate mission of the vessel is to serve as a base for the Pre-Operational Assessment (APO). It involves a massive simulation, with over 400 people, to practically test Petrobras’s capacity to respond to an oil spill. The successful conclusion of this test is the final condition for IBAMA to consider granting the drilling license.

Petrobras’s insistence on drilling in the Equatorial Margin can be explained by the region’s potential. The drilling target is well “Morpho,” located in block FZA-M-59, over 500 km from the mouth of the Amazon River.

Estimates from the National Agency of Petroleum (ANP) suggest that the entire Equatorial Margin could contain up to 30 billion barrels of oil equivalent. Therefore, Petrobras plans to invest US$ 3 billion in the area by 2029, with the goal of drilling 15 wells. The exploration, which will be carried out by a state-of-the-art drillship, is viewed as essential to replenishing Brazil’s oil and gas reserves, which will begin to decline with the maturation of the pre-salt fields.

The Long and Controversial Battle for Licensing

The path to this point has been long. The licensing process for block FZA-M-59 began in 2014, still with the British company BP. In 2020, Petrobras took over the project, but the license was denied by IBAMA in May 2023, citing “worrisome inconsistencies” in the environmental studies.

The decision exposed a fracture within the government. The technical area of IBAMA continues to oppose drilling, while the political wing, including the Ministry of Mines and Energy and the President of the Republic, press for approval. The implementation of the APO was the solution found to try to break the deadlock.

Energy Security Against Socio-Environmental Risk

The dispute over Amazônia’s gas opposes two visions of the country. The government and industry advocate for exploration as vital for the economy and energy sovereignty, projecting revenues of up to US$ 200 billion for the state.

On the other side, a coalition of NGOs, such as Greenpeace and WWF, and Indigenous organizations, like COIAB, warn of the unacceptable risk. They point out that a spill could destroy the Amazônia Reefs, a unique ecosystem, and affect the lives of thousands of fishermen and traditional communities that were not properly consulted, as required by law.

The Final Test in 2025 with the Drillship: The Future of Oil and Gas in the Amazon at Stake

The arrival of the drillship ODN II for the simulation is not just a technical procedure; it is a high-risk political event. Any failure, no matter how minor, will be used by opponents as proof that the operation is unfeasible. A success, on the other hand, will give Petrobras and the government the final argument to defend the license.

The result of the APO, which will take place between late June and early July 2025, will determine not only the future of the Morpho well. It will create a precedent for all other 33 blocks already granted in the region, sealing the fate of oil and gas exploration in the controversial frontier of the Equatorial Margin.

Enquanto o Brasil fica discutindo o que pode ou não, ser explorado para a retirada de petróleo. O mundo todo faz isso diariamente. Devido aos órgãos ambientais estamos pelo menos 50 anos atrasados neste quesito. Vão esperar até quando, para tornar o Brasil livre destas barreiras burocráticas? Não temos nenhuma obrigação de sozinhos salvar o mundo do aquecimento global.
