Amaggi and Inpasa Create Joint Venture to Invest R$ 7.5B in Three Corn Ethanol Plants in MT. Project May Generate 3 Billion Liters/Year by 2030.
Two of the largest agribusiness and renewable energy groups in Latin America, Amaggi and Inpasa, announced in August 2025 the creation of a joint venture to build three corn ethanol plants in Mato Grosso. The first will be installed in Rondonópolis, while Campo Novo dos Parecis and Querência are under study to house the next units. Although the official announcement did not disclose values, based on recent industry plants — such as Inpasa’s last plant in Balsas (MA), estimated at R$ 2.5 billion — the joint investment is estimated at R$ 7.5 billion.
Processing Capacity and Immediate Impact
Each unit will have the capacity to process 2 million tons of corn per year. Following technical parameters already used in the sector, this means an approximate production of 1 billion liters of ethanol per plant.
Together, the three factories could generate up to 3 billion liters/year, in addition to by-products such as DDG (Dried Distillers Grain) for animal nutrition and corn oil.

This increase alone represents a rise of about 50% in Mato Grosso’s production, which is expected to reach 6 billion liters in the 2024/25 harvest, according to official estimates.
Mato Grosso as the Epicenter of Corn Ethanol
The choice of Mato Grosso is not by chance. The state is the largest producer of corn in Brazil and already concentrates a large part of the ethanol plants currently in operation. With the new joint venture, the region strengthens itself as the national epicenter of biofuels production, creating synergy between farming, industry, and logistics.
In addition to reducing transportation costs of the raw material, the project is expected to generate significant local economic impact, creating thousands of jobs in construction and permanent positions after the start of operations.
Strength and Complementarity of the Companies
Amaggi brings to the partnership its reach in grain sourcing, with active relationships with over 5,000 producers and more than 18 million tons traded in 2024, in addition to a strong logistical presence.
Inpasa, the largest corn ethanol producer in Latin America, adds its industrial experience with plants in operation in Brazil and Paraguay, including units in Mato Grosso, Mato Grosso do Sul, and Maranhão. This union creates a combination of agricultural scale, infrastructure, and cutting-edge technology, capable of accelerating sector expansion.
The announcement of the joint venture comes amid a wave of new projects. A recent survey identified 21 corn ethanol plants under construction or in project phase in Brazil, with investments totaling over R$ 23 billion in CAPEX and an additional R$ 5 billion in working capital.
If all these projects are completed, national capacity could leap from 8.2 billion liters to over 12 billion liters/year, an increase of almost 50%.
Outlook and Next Steps
The agreement still needs to pass through approval by Brazilian antitrust authorities. Only after this approval will the new company announce construction schedules, supplier contracts, and operational details.
The initial planning prioritizes the Rondonópolis plant, with Campo Novo dos Parecis and Querência being confirmed in sequence. The production model will include ethanol and co-products, reinforcing the integration between agriculture and industry.
A Milestone for Corn Ethanol in Brazil
The agreement between Amaggi and Inpasa represents not only an estimated investment of R$ 7.5 billion: it is a historic milestone for the biofuels sector.
With the capacity to increase annual ethanol production by billions of liters and generate thousands of jobs, the project reinforces Brazil’s leadership in renewable energy.
If executed as planned, the joint venture will create one of the largest corn ethanol hubs in the country, repositioning Brazil as a global reference in energy transition and adding value to its agricultural chain.
