The ANP (National Agency of Petroleum) States That No Activity Can Be Conducted in Permanent Protection Areas in Santa Catarina
Yesterday, Wednesday (09/01), the ANP (National Agency of Petroleum, Natural Gas, and Biofuels) announced that oil extraction off the coast of Santa Catarina should begin in at least six years. The 17th Round of Oil and Natural Gas Bidding of the ANP is scheduled for October 7, during which 92 exploratory offshore blocks in the Campos, Santos, Pelotas, and Potiguar basins will be offered. Oil Giants Are Interested in Extraction in Santa Catarina
Various giants in the sector are competing for extraction. The latest company registered for the 17th Round of Oil and Natural Gas Block Bidding is the Australian Karoon Oil and Gas Ltd. Already in the competition are Petrobras, Chevron Brasil Oil and Gas Ltd (USA), Shell Brasil Petroleum Ltd (Anglo-Dutch), TotalEnergies EP Brasil Ltd (French), Ecopetrol Oil and Gas do Brasil Ltd (Colombia), and Murphy Exploration & Production Company (USA).
The auction is scheduled by the National Agency of Petroleum (ANP) for October 7 and will offer 92 blocks with a total area of 53,93 thousand km². The blocks are located in four Brazilian offshore sedimentary basins: Campos, Pelotas, Potiguar, and Santos. The Pelotas Basin is oriented towards the coast of Santa Catarina. The closest block is 90 kilometers from shore, while the farthest is 200 kilometers away.

Environmentalists Point Out Possible Impacts from Oil Extraction
Next month, the ANP (National Agency of Petroleum) will hold its 17th auction for dozens of exploration blocks off the coast of Santa Catarina. However, experts say there is no reason to stop using this energy matrix, which can yield billions of reais in royalties. Environmental groups, on the other hand, outline the worst-case scenario with the potential for oil extraction in Santa Catarina waters. They point to mass layoffs, harm to the fishing industry, and tourism.
Pedro Rodrigues, director of the Brazilian Infrastructure Center, explained that oil now has extremely advanced technology. It is no longer the image of a pump in the middle of the desert gushing oil everywhere. Nowadays, there are stringent regulations, and compliance and compensation must be adequately addressed. This is a wealth that needs to be explored. If we don’t use it today, we will lose this wealth underground.
Petroleum Industry Technicians and Environmentalists Debate Possible Extraction
Daniel Bettú, a professor in the Petroleum Engineering Department at Udesc in Balneário Camboriú, says that the demand for oil extraction will continue to grow over the next 20 years and that production needs to be increased by 20%, including for the production of inputs for clean and sustainable energy operations. Oil is, in fact, not the energy of the future. Investing in renewable energy matrices is the way forward. However, if there is a market for the next 20 years, there is no reason to give up this wealth, the resources of which may be earmarked for sanitation, health, and education, for example.
The coordinator of the Environmentalist Parliamentary Front of Santa Catarina, Deputy Paulinha, states that the traditional mullet fishing may end on the coast of Santa Catarina and that beach tourism will be compromised. According to her, “In addition to the fact that the necessary studies are not available, to date no public hearing has been held with the population of Santa Catarina and the southern coast regarding oil extraction.” The parliamentarian also says that studies are nonexistent, including sedimentary basin analyses, environmental impact assessments, and adequate contingency plans. It is risky to auction off the areas without prior technical references. Even if there is no spill, contamination will be inevitable, and it is unknown what the extent of the damage and losses to the coast of Santa Catarina will be.
