The public competitions of the Postal Service entered a new phase after the state-owned company announced, on Monday (29), a comprehensive restructuring plan.
The company anticipates up to 15,000 voluntary layoffs across Brazil. The measure directly impacts those approved who are awaiting appointment. At the same time, it redefines the pace of opportunities at the state-owned company.
The announcement came with the release of the Restructuring Plan 2025–2027. The initiative aims to recover the financial balance of the Postal Service. Additionally, it seeks to create conditions to modernize operations and reorganize costs.

Postal Service Strengthens Restructuring with Financial Focus
The Postal Service confirmed that the restructuring plan depends on the raising of R$ 12 billion in credit. The management considers the funding essential to ensure liquidity. With this, the company intends to stabilize its cash flow before moving forward with new hires.
In a briefing on Monday (29), President Emmanoel Rondon stated that the resources enable the emergency phase of the plan. According to him, the company prioritizes internal reorganization. Only after that will it evaluate new admissions.
Voluntary Dismissal Program Triggers Alert
The plan includes a Voluntary Dismissal Program (VDP). The state-owned company estimates up to 15,000 layoffs in the next two years. The news has raised concerns among those approved in recent public competitions.
Currently, over 3,500 candidates are awaiting calls. However, the Postal Service has not yet released official timelines. Thus, the scenario remains undefined.
Until recently, the management indicated calls would only occur in 2027. The justification was the lack of budget. Now, with the new fundraising, this forecast is being questioned.
Validity of Competitions Pressures Decisions
Despite the caution, legal deadlines impose limits on management. The SESMT competition expires in November 2026. Since there has already been an extension, the company needs to call the approved within the vacancies by that date.
The operational competition, which includes mail carriers and analysts, expires in April 2026. There is a possibility of an extension until April 2027. Thus, the timeline pressures decisions throughout the restructuring plan.
Restructuring May Open Space in the Medium Term
Historically, the Postal Service uses VDPs to reduce costs. Consequently, older employees leave the company. In contrast, this opens budget space for new hires.
According to the state-owned company, the new VDP may generate annual savings of R$ 2.1 billion. The total impact is expected to occur starting in 2028. Thus, the plan tends to reduce cost rigidity.
Therefore, despite the initial uncertainties, the movement may favor future calls. The opportunities may arise precisely after the departure of veterans.
Automation and Technology Gain Prominence
Another central aspect of the plan involves automation of treatment centers and modernization of information technology. Management wants to make operations more efficient. To achieve this, it is investing in systems and infrastructure.
For the approved candidates, this means entering a more technologically advanced company. Furthermore, strategic sectors that lose personnel due to the VDP may gain priority in appointments.
Government Dismisses Debate on Privatization
In the political arena, Finance Minister Fernando Haddad ruled out any debate on privatization. He reinforced the Postal Service as a “strategic asset” for Brazil.
This signaling strengthens the expectation of the continuation of the state-owned company. Consequently, it maintains public competitions as the primary method for replenishing personnel.

So far, no selection has initiated calls. In the meantime, the company has contemplated a new competition for commercial clerks. However, the financial crisis has postponed any progress.
What to Expect from 2026
The company projects a return to profitability in 2027. Still, immediate fundraising allows for the initiation of financial normalization already in 2026. As a result, the pressure for fleet and technical staff renewal increases.
Despite this scenario, the Postal Service does not confirm dates. Therefore, public competitions remain surrounded by expectations. The restructuring plan, in turn, redefines the pace of opportunities in Brazil.
