The measure, implemented by the Ministry of Finance following a unanimous order from the Supreme Federal Court and recommendations from the Court of Auditors of the Union, seeks to curb the drainage of resources from the country’s main social program to bets. In January alone, households with Bolsa Família transferred R$ 3.7 billion to betting houses, equivalent to 27 percent of all that the program paid in the month.
How The Bolsa Família Block On Bets Works
Under the new rules, all regulated betting platforms had to match their customer bases with a list sent by the federal government, which contains the CPF numbers of beneficiaries of Bolsa Família and the Continuous Cash Benefit.

This is a significant share of the clientele, concentrated in low-value bets but with high frequency.
For the sector, the decision represents a drastic change in the profile of bettors. Platforms are forced to reassess their marketing and customer acquisition strategies, as the low-income audience receiving Bolsa Família on bets was one of the most engaged in promotions, sign-up bonuses, and “free bet” offers.

However, the TCU’s survey showed that 4.4 million of the 20.3 million families served in January moved resources to betting houses, indicating intense contact with online gaming platforms.
Although some of these transfers may involve other sources of income within the same households, the report indicated a “high risk” that accounts linked to Bolsa Família on bets were being used both by indebted bettors and in fraud schemes and illegal practices.
In many cases, beneficiaries’ accounts would function as a channel for money from third parties, complicating tracking.
For families, the block acts as a forced barrier. Those who used Bolsa Família on bets as an illusory income supplement lose the ability to continue betting with the same easy access, but gain some protection against the escalation of debts that usually accompanies the routine of recurring gambling.
The balance that is frozen on the platforms, according to the rule, must be refunded to the blocked user.
STF, TCU And The Pressure To Protect Social Resources
The decision that led to the block on Bolsa Família on bets did not come out of nowhere. About a year before the Finance measure, the Supreme Federal Court determined that the federal government create mechanisms to prevent the use of resources from social programs in online betting.
The ruling was unanimous in the plenary. The ministers understood that allowing unrestricted use of social benefits in bets contradicts the public purpose of these resources and increases the vulnerability of families who are already living on the edge.
The STF’s demand was complemented by the TCU’s diagnosis, which revealed the billion-dollar impact of bets made by households with Bolsa Família on bets in just one month.
Given the combination of legal pressure and fiscal evidence, the government assembled the CPF list and began to require proactive measures from companies.
Now, it is not enough for the platform to say that it does not encourage the use of Bolsa Família on bets: it is obligated to prevent transactions from those who receive the benefit.
Risk Of Indebtedness And Debate On Freedom Of Choice
The measure divides opinions. Consumer protection and social policy experts believe that the block on Bolsa Família on bets is a necessary step to reduce the risk of over-indebtedness among beneficiaries.
The logic is simple: in a scenario of low and unstable income, any recurring loss in betting can compromise the budget for food, water, electricity, and rent.
On the other hand, some see the restriction as excessive state interference in the freedom of choice of adults who receive the benefit.
Critics argue that the government should invest more in financial education and combating fraud than in prohibiting access to Bolsa Família on bets, and warn of the possibility of migration to unregulated platforms, even more opaque and unsafe.
The TCU’s own report, however, indicates that a portion of families with Bolsa Família on bets are already in critical indebtedness, with a significant part of their income compromised in bets and multiple financing.
For this group, the regulatory block may serve as a minimal brake while prevention and support policies do not reach the ground.

In practice, beneficiaries attempting to access their accounts on regulated bets may find their profile locked or receive a block notice.
The balance must be refunded, but new registrations, deposits, and bets linked to CPFs of Bolsa Família on bets can no longer be accepted.
The movement tends to reposition the debate about online gambling in the country. On one side, the sector projects an immediate loss of users.
On the other, the government, STF, and control agencies consider that preserving resources intended for families in vulnerable situations is a priority, especially in light of the billions of reais that have already left the social program towards bets in just one month.
In the end, the block on Bolsa Família on bets puts an uncomfortable question on the table: what is the limit between individual freedom and protection of those who depend on public money to survive amid the crisis? Sem sentido essa lei não e todo mundo que e **** a ponto de apostar o dinheiro do bolsa familia em casa de aposta as vezes e de outra renda eu já fiz muito em casas de apostas e funciona como um complemento.
