Established By Law No. 8.032/2023 And Regulated By Decree No. 23.343/2024, Bolsa Cuidados Starts This Year With Only 30 Grants Aimed At Families Already Caring For Elderly People Through The Social Assistance Network. How Much Does Bolsa Cuidados Pay And For How Long
Bolsa Cuidados Offers The Caregiver A Monthly Subsidy Equivalent To Half A Minimum Wage, Paid Directly Into The Account Indicated At The CRAS Or CREAS Responsible For Monitoring The Elderly.
The Benefit Is Intended For The Family Caregiver Or Someone With Emotional Ties, Not The Elderly, As A Way To Support The Daily Care Work.
The Grant Will Have An Initial Duration Of 12 Months. This Period May Be Extended, Always Subject To Evaluation By The Social Assistance Technical Team.
At Each Renewal, It Will Be Verified Whether The Elderly Person Remains In A Situation Of Vulnerability, If They Still Need Continuous Assistance, And If The Caregiver Continues To Provide The Expected Daily Support.
Who Are The Elderly Who Can Be Served
The Target Audience Of Bolsa Cuidados Consists Of Elderly People In Situations Of Social Vulnerability And Risk Who Need Continuous Assistance For Daily Activities.
To Be Eligible, The Elderly Must Prove The Need For Daily Care, Be In A Situation Of Vulnerability, Have A Family Income Of Up To Three Minimum Wages, And Already Be Monitored By Services Of The Social Assistance Network.
This Monitoring Must Occur Through The Municipal Network, Especially By The Social Assistance Reference Centers (CRAS) And The Specialized Social Assistance Reference Centers (CREAS).
This Is Not A Benefit Open To Any Elderly Person Without A History In The Network, But Rather A Support For Families Already Engaged With Social Assistance Services.
The Initial Goal Of The Program Is To Grant 30 Scholarships, Prioritizing Elderly Individuals With Higher Dependency Levels And Over 80 Years Old, In Accordance With The Guidelines Established By The Statute Of The Elderly.
In Practice, This Means That The Slots Are Likely To Focus On The More Severe Cases, With Elderly Individuals Who Can No Longer Perform Basic Self-Care Tasks Independently.
Criteria For The Caregiver To Receive Bolsa Cuidados
The Caregiver Eligible To Receive Bolsa Cuidados Must Be At Least 18 Years Old And Be Part Of The Elderly Person’s Family Network Or Have Established Emotional Ties With Them.
The Central Idea Of The Program Is To Support Those Who Already Care For The Elderly Person Within Their Own Home, Strengthening The Family And Community Bonds.
In Addition To The Minimum Age And The Bond With The Elderly, The Caregiver Must Be Registered In The Unified Registry For Federal Government Social Programs, CadÚnico, And Have A Family Income Of Up To Three Minimum Wages.
It Is Also Mandatory To Have The Availability To Provide Daily Assistance To The Elderly, As The Benefit Is Conditional On The Existence Of Continuous Care.
The Municipality Emphasizes That Bolsa Cuidados Is Not A Professional Salary For A Hired Caregiver, But A Subsidy To Support The Care Provided By Family Members Or Close Individuals, Recognizing The Physical, Emotional, And Financial Efforts Involved In Such Responsibilities.
Payment, Suspension Of The Benefit And Oversight
Payment Of Bolsa Cuidados Will Be Made Directly To The Caregiver’s Account Indicated At The CRAS Or CREAS Responsible For Monitoring The Elderly. This Process Helps Maintain Control Over Cases And The Link To Social Assistance Services.
At Each Monitoring Session, Technical Teams Verify If The Elderly Person Remains At Home, If The Caregiver Continues To Provide Support, And If The Program’s Criteria Are Still Being Met.
The Benefit Will Be Immediately Suspended In Certain Specific Situations. Payment Ceases If The Elderly Person Is Institutionalized In A Shelter Or Nursing Home, Passes Away, Or If The Caregiver Fails To Provide The Necessary Daily Assistance.
In These Cases, **The Continuation Of The Grant Becomes Unjustified, Since The Main Purpose Of The Program Is To Prevent Institutionalization And Sustain Home Care.**
The Management Of Bolsa Cuidados Will Be The Responsibility Of The Secretary Of Social Assistance, Who Will Ensure That Beneficiaries Are Receiving Support Correctly And That The Criteria Are Being Met.
The Municipal Elderly Council, CMI, Will Monitor And Supervise The Implementation Of The Program, Presenting Periodic Reports To Ensure Transparency And Efficiency In The Application Of Resources.
