The Brazilian public education system is about to receive an important boost. The Ministry of Education (MEC) has announced a new program that will provide financial support to public school students who wish to prepare for the National High School Exam (Enem) and other entrance exams.

With the aim of democratizing access to universities, this initiative is part of the National Network of Community Course Preps (CPOP).

The program will be implemented with a total investment of R$ 74.5 million by 2027, benefiting thousands of students through scholarships and educational support.

What Is CPOP and What Is Its Objective?

The National Network of Community Course Preps is a program aimed at strengthening community pre-university courses, which are essential for low-income students to prepare for access to higher education.

The main objectives of CPOP include:

  • Increasing the presence of public school students in universities: often, the lack of preparation is one of the main challenges for entering higher education.
  • Offering financial support to students: the R$ 200 monthly scholarship will serve as an incentive for students to focus on their studies without financial worries.
  • Strengthening community courses: ensuring that community courses have enough resources to operate efficiently and serve a larger number of students.
  • Providing training for educators: teachers and managers of the courses will receive support to improve their teaching methodologies.

Who Can Participate in the Program?

The target audience for the program is young people and adults in situations of social vulnerability, with priority given to historically marginalized groups.

The main beneficiaries include:

  • Students from public schools, whose family income per capita is up to one minimum wage;
  • Indigenous, black, quilombola, and people with disabilities, who often face challenges accessing preparatory courses and universities.

How Does the Scholarship Grant Work?

The program provides that each selected student receives a monthly allowance of R$ 200, for a maximum period of nine months.

The amount can be used for study-related expenses, such as transportation, educational materials, or even internet access for online courses.

What Are the Selection Criteria?

The selection of students will be made by community courses accredited by CPOP, following guidelines established in the public notice.

Among the main criteria are:

  • Being a public school student or having completed high school in the public network;
  • Having a family income per capita of up to one minimum wage;
  • Belonging to priority groups, such as black, indigenous, people with disabilities, or quilombolas;
  • Having a proven interest in preparing for entrance exams and entering higher education.

What Is the Investment and Duration of the Program?

MEC plans a total investment of R$ 74.5 million by 2027, with a progressive distribution over the years.

In 2025 and 2026, the initial investment will be R$ 24.8 million, benefiting 108 community courses and 4,320 students.

The expectation is that by the end of the program, 324 courses will be supported and a high number of students across Brazil will benefit.
