Brazilian Delegation in New Delhi Seeks to Expand Bilateral Trade and Reduce Dependence on the United States
Amid the tariffs imposed by the United States, Brazil intensifies negotiations with India to expand the Mercosur Preferential Trade Agreement. The Brazilian mission arrived in New Delhi on October 7, 2025, with the aim to diversify exports, attract investments, and strengthen multilateralism between the two emerging economies. Thus, the country seeks to open new trade avenues and reduce economic risks.
Bilateral Meetings Advance on Structural Issues
During the meetings, the Secretary of Foreign Trade of MDIC, Tatiana Prazeres, led the Brazilian delegation, accompanied by representatives from the Ministry of Foreign Affairs and the Ministry of Agriculture and Livestock.
The group addressed electronic certificates of origin, trade barriers, and intellectual property, as well as investments and energy cooperation.
On the Indian side, Commerce Secretary Rajesh Agraw emphasized the importance of deepening the bilateral partnership, especially in a global climate of uncertainty. Additionally, multilateral issues were discussed, such as reform of the World Trade Organization (WTO), joint participation in COP30, and engagement in BRICS. In this way, the talks reinforced the mutual commitment to enhance economic and political integration.

Brazil Seeks to Expand Margins of the Mercosur–India Agreement
The current agreement covers only 14% of Brazilian exports to India. It includes 450 product categories within a total of 10,000, with modest tariff reductions ranging from 10% to 20%.
According to the Ministry of Development, Industry, Trade and Services (MDIC), there is widespread potential for expansion. In 2024, trade flow between the two countries reached US$ 12.1 billion, according to official data.
In September 2025, the Strategic Council of the Foreign Trade Chamber approved the renewal of the negotiating mandate to expand the treaty. Thus, Brazil reinforces its interest in deepening economic integration with India and strengthening its presence in Asia.
According to Tatiana Prazeres, “Brazil and India reaffirm the goal of increasing bilateral trade flow and diversifying export and import agendas”. For her, the meeting symbolizes a concrete step in consolidating the strategic partnership.
Brazilian Diplomacy Intensifies Efforts in Asia
Brazil sees India as an essential ally in Asia to reduce dependence on exports to the United States. Therefore, the government is banking on new fronts of international cooperation and expansion of billion-dollar markets.
Among the measures of the contingency plan against the tariffs are agreements under negotiation with the United Arab Emirates, Canada, India, and Vietnam.
Furthermore, the Brazil–India Trade Monitoring Mechanism, created in 2008, remains active to remove barriers and expedite technical dialogue. In this way, the mechanism has been essential to assess opportunities and facilitate trade negotiations, even during periods of global economic instability.
Next Steps and Official Visit of Geraldo Alckmin
The current mission precedes the official visit of Vice President Geraldo Alckmin, also Minister of MDIC, scheduled for October 16 and 17, 2025, in New Delhi.
During the agenda, the government intends to announce new bilateral commitments and strengthen economic and technological ties between the two nations.
Sources from the MDIC state that the meeting could open space for investments in energy, innovation, and infrastructure, sectors deemed priorities by both countries. Thus, the visit marks a new chapter in Brazilian economic diplomacy.

Since the creation of the agreement in 2004, trade between Brazil and India has been consistently growing. However, experts point out that the treaty still has limited reach, which restricts development potential.
