Internal Government Document Reveals That The Ministry Of Defense Sees Risk Of Loss Of Contracts, Sensitive Technologies And Investments In The Defense Sector If Brazil Adopts Retaliatory Measures Against The US Tariff

An internal government document from Brazil points out that the Ministry of Defense fears significant economic and strategic losses if the country decides to react to the tariff imposed by the United States. The ministry warns that adopting the so-called Reciprocity Law could lead to loss of billions in contracts, restrictions on military technologies, and flight of investments in the defense sector.

A report from Folha de S. Paulo reveals that the analysis was sent to the Foreign Trade Chamber (Camex) and shows concern about the direct impact on Brazilian companies that maintain agreements with the American market. According to the document, a commercial retaliation would jeopardize supply chains and strategic partnerships with US companies, which provide essential components for military products manufactured in Brazil.

What The Internal Government Document Says

The internal government document was forwarded to the executive secretary of Camex, Rodrigo Zerbone, and will serve as a basis for the economic impact report of the tariff war opened by Donald Trump.

The text states that the application of the Reciprocity Law “will not necessarily be beneficial for the defense sector” and highlights that many equipment used by the Brazilian Armed Forces depend on parts from American sources.

The Defense Ministry argues that if Brazil opts to retaliate against the measures of the United States, the cost of production and development of military projects will increase considerably.

This would affect both domestic consumption and exports of strategic products, such as weapons, ammunition, and aerospace components.

Exports And Technological Dependence

According to the Defense Ministry, the Brazilian defense industrial base, which includes state-owned and private companies — exported about US$ 940 million to the United States last year.

The sector is already feeling the effects of the 50% tariff imposed by the US government on Brazilian products, which has reduced the competitiveness of national companies in the international market.

Companies such as Embraer, CBC, Nitro Química, and RJC have been directly affected, recording a drop in sales and difficulties in maintaining ongoing contracts.

The ministry also mentions that in the event of retaliation, companies in the aerospace sector could lose supply contracts and face technological restrictions, especially in the areas of engines, sensors, and precision systems.

Risks To The Defense Industry And Bilateral Agreements

The internal government document emphasizes that a Brazilian reaction to the tariff could trigger immediate responses from Washington.

The Defense Ministry assesses that the United States could restrict Brazilian companies’ access to sensitive technologies, such as those regulated by the International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR).

In addition, the text warns that it would be necessary to reconfigure supply chains and seek alternatives in Europe and Asia, which would increase costs and delay ongoing projects.

The ministry also fears that the country may be forced to renegotiate bilateral cooperation agreements, such as the Reciprocal Defense Procurement Agreement, to mitigate the effects of the trade crisis.

The Political Weight Of The Tariff And The Caution Of The Government

Although retaliation is still under discussion within the government, the current trend is one of diplomatic moderation.

After Donald Trump’s nod to President Luiz Inácio Lula da Silva during the UN General Assembly, the pressure for an immediate response has weakened.

Sources from the Foreign Ministry and Camex indicate that any decision will be preceded by a detailed technical analysis, taking into account the impact on strategic sectors.

The economic report from Camex is expected to be presented to the Executive Management Committee (Gecex) in the coming weeks, with a deadline of up to 60 days for completion.

Meanwhile, the Defense Ministry emphasizes that “the supply chains in the sector are extremely complex” and that the United States holds technological leadership in critical areas for Brazil, which requires caution in any decision about retaliation.

The internal government document lays bare Brazil’s dilemma in the face of the American tariff: retaliating would mean reaffirming sovereignty, but also jeopardizing billions of dollars, strategic partnerships, and access to essential military technologies.
