Francisco Manssur, Former Secretary of Awards and Betting of the Ministry of Finance, Raises Concern About the Participation of Bolsa Família and BPC Beneficiaries in the Betting Market, Proposing a Ban to Protect the Most Vulnerable.
The recent legalization of sports betting in Brazil brought many expectations and debates. However, one aspect that surprised many Brazilians was the official defense of prohibiting betting for beneficiaries of Bolsa Família and the Continued Provision Benefit (BPC). The proposal, made by Francisco Manssur, former Secretary of Awards and Betting of the Ministry of Finance, is already raising discussions about the impacts of this decision.
Important Loophole: Bolsa Família and BPC Beneficiaries Can Bet Freely
The approval of the law that legalized sports betting in 2023 was a milestone for Brazil. The sector, which moves millions daily, attracts more and more Brazilians but also generates concerns. According to Manssur, the current legislation left an important loophole: Bolsa Família and BPC beneficiaries can bet freely, which, in his view, puts the financial security of these families at risk.
“It is a sensitive issue and needs to be treated with care. People who depend on Bolsa Família or the BPC have their livelihoods guaranteed by these programs, and allowing them to participate in gambling may worsen their situation“, explained Manssur in an exclusive interview with EXAME. The proposal defended by him is clear: prohibition of betting for this group.

Growth of Betting and the Risk of Addiction
The sports betting market in Brazil is a true craze. Millions of people bet every day, either for fun or in an attempt to make easy profits. But the fun can quickly turn into addiction, especially for those who are already in a delicate financial situation.
For Manssur, the prohibition of betting for Bolsa Família beneficiaries is not just a moral issue but also a social one. He emphasizes that these people often have their only source of income coming from the benefits they receive. If part of that money is allocated to betting, the risk of these families becoming even more vulnerable increases significantly. “These families are already facing difficulties, and addiction to betting would only make the situation more dramatic“, warns the former secretary.
The Solution May Lie in Technology
One of Manssur’s main suggestions to ensure the prohibition of betting for Bolsa Família and BPC beneficiaries is the use of technology. He suggests that the government implement a data cross-referencing system between the Unique Registry (CadÚnico), the Federal Revenue, and the betting platforms, allowing monitoring and restricting access for beneficiaries.
With this type of monitoring, it would be possible to prevent resources intended for the sustenance of these families from being used for betting, ensuring greater financial security for the most vulnerable. “With technology, we can ensure that the money that should be used for food and basic needs is not spent on activities that put these families at risk“, points out Manssur.
Rules Still Need Adjustments
Although the 2023 legislation included measures such as the prohibition of credit card use in betting, there is still much room for improvement. According to Manssur, it is necessary to advance in the protection of the most vulnerable, especially those who depend on social programs.
The data cross-referencing suggested could be the key to ensuring that Bolsa Família and BPC beneficiaries are not harmed. This would be an efficient way to prevent addiction to betting from directly affecting those who most need assistance.
Bolsa Família and BPC Beneficiaries: Who Are They?
The Continued Provision Benefit (BPC) is an assistance benefit directed at individuals aged 65 and older and people with disabilities, regardless of age. To be eligible for the BPC, it is necessary to meet family income criteria, which in 2024 is up to ¼ of the minimum wage per family member – equivalent to R$ 353.00.
In addition, the applicant must be registered in the Unique Registry and meet other requirements related to social and economic vulnerability. The amount paid by the BPC is one minimum wage, which in 2024 corresponds to R$ 1,412.00 monthly.
The Moral and Social Issue
The debate on the prohibition of betting for Bolsa Família and BPC beneficiaries goes beyond legislation. For Manssur, the issue is social and should be treated as a priority for the government. He believes that with adequate regulation and the use of technology, it is possible to protect the most vulnerable and ensure that social programs fulfill their role of assisting the neediest families in Brazil.
The scenario is still uncertain, but the discussion is already on the table. It remains to be seen what the next steps will be to ensure that social benefit money is not used for harmful activities such as betting.
So, what do you think about this idea of prohibiting betting for Bolsa Família and BPC beneficiaries? Do you agree that the government should intervene to protect these families, or do you think everyone should have the freedom to decide how to spend their money, even if it comes from social benefits?
