Proposal Benefits 740 Thousand Active-Duty, Reserve, and Retired Military Personnel; Category Asked for an 18% Increase.
The Chamber of Deputies approved on Thursday, July 10, 2025, the Provisional Measure (MP) that grants a 9% salary increase for the Armed Forces. The proposal, which now goes to the Senate for review, will have an impact of over R$ 5 billion on public coffers in 2026.
According to a report published by the g1 portal, the increase is part of a broader agreement by the government with public servants. However, the approved percentage was less than what the category sought, which advocated for an 18% increase.
What Was Approved? A Linear Increase of 9%
The text approved in the Chamber authorizes a linear increase of 9% for all military personnel in the Armed Forces. The measure benefits a total of 740 thousand people, including active-duty, reserve personnel, and retirees.

The increase will be granted in two installments: part of it has already been in effect since April 2025, and the other installment, of 4.5%, will be paid on January 1, 2026, if the MP is definitively approved by Congress.
The Impact on Salaries: What Happens to the Military’s “Base Pay”?

The 9% increase directly impacts the so-called “base pay”, which is the basic salary for a military member. Other allowances can be added to this amount.
With the change, the salaries will have the following adjustments:
- The lowest salary in the Armed Forces will increase from R$ 1,078 to R$ 1,177.
- The highest ranks will see their salaries increase from R$ 13,471 to R$ 14,711.
The Cost to Public Coffers: Over R$ 5 Billion in 2026
According to projections from the federal government, the raise for the Armed Forces will have a significant impact on the federal budget.
- In 2025: The cost will be R$ 3 billion.
- In 2026: The annualized impact will be R$ 5.3 billion.
The Negotiation: Military Personnel Wanted More, but Government Cited Budget Constraints
The approval of the raise was preceded by months of negotiation. The military criticized the percentages and even proposed a 18% increase.
The measure’s rapporteur, Deputy Eduardo Pazuello (PL-RJ), tried to negotiate a higher amount with the government and the Ministry of Defense. However, according to the legislator, the government claimed that there was no budget room for an increase above the 9% granted.
Next Steps: What Needs to Happen for the Raise to Become Law?
The proposal was approved in the form of a Provisional Measure (MP), which is an act of the President of the Republic with immediate force of law. However, to become a definitive law, it needs to be approved by the National Congress within a timeframe.
After approval in the Chamber, the text now goes to the Federal Senate plenary, which has until August 2025 to vote on the matter. If not voted on in time, the MP will lose its validity.
