Campinas has gained national prominence by becoming the first Brazilian city to officially adopt CECarbon, a free digital calculator that estimates energy consumption and greenhouse gas emissions in civil construction projects.
The partnership established with the Union of the Civil Construction Industry of the State of São Paulo (SindusCon-SP) last Thursday, the 15th, positions the municipality as a reference in sustainable solutions in the sector, integrating the initiative into its Local Climate Action Plan.
Strategic Tool for Projects with Lower Environmental Impact Adopted by the City of Campinas
CECarbon allows for measuring the environmental impact of constructions from the extraction of materials to the execution phase at construction sites.

The technology enables detailed monitoring of the life cycle of the inputs used, promoting greater efficiency in the environmental management of public and private projects.
According to the Secretary of Urbanism of Campinas, Carolina Baracat, the adoption of the tool represents a significant leap for the city.
She explains that the platform enables the control of emissions and guides more sustainable choices in projects.
“We are the first city in Brazil to sign this collaboration agreement. The tool allows for monitoring carbon emissions in construction projects and shows how much can be reduced by using sustainable materials. It is strategic for climate and energy management, standardizing metrics and consolidating relevant data for the sector.”
Partnership Reinforces Commitment to Sustainable Public Policies
The signing of the collaboration agreement took place in the Blue Hall of the City Hall, with the presence of Mayor Dário Saadi, environmental technicians, civil construction entrepreneurs, and representatives from SindusCon-SP.
The mayor highlighted that the tool will be essential for creating guidelines and incentives aimed at more ecological construction. “Based on the emission diagnosis, we will be able to think of rules and incentives for projects that use more sustainable models,” he said.
Campinas is experiencing a growth moment in the construction market. According to Marcio Benvenutti, regional director of SindusCon-SP, there has been a significant increase in the number of construction companies operating in the city.
“This partnership is a milestone in promoting sustainable construction in Campinas. Today, the city hall is agile and has increased the number of construction companies by 40%. We are the second highest revenue in the Minha Casa, Minha Vida program in the country.”
The tool also facilitates obtaining certifications such as the Blue Seal + Caixa and is in compliance with the requirements of the Ministry of Cities, expanding its practical application potential in the housing sector.
Technology Accessible to Professionals at All Levels
Developed with the support of the German Cooperation for Sustainable Development (GIZ) and the National Housing Secretariat, CECarbon can be used by any professional in the civil construction sector—from students to large companies—through a free online platform.
According to the Secretary of Climate, Environment, and Sustainability of Campinas, Braz Adegas Júnior, the initiative marks the beginning of a new phase in urban management.
“Campinas is establishing itself as a hub for urban sustainability solutions. CECarbon will be an essential guide for future decisions.”
