Return Of The Regasification Ship To Resume Operations At The Thermoelectric Plant
During the debate in the Chamber of Deputies, Petrobras CEO Joaquim Silva and Luna was questioned by Federal Deputy Danilo Forte (PSDB-CE) about the shutdown of the Termoelectric Forteleza plant and the below-capacity operation at Térmica Ceará, even in the context of the energy crisis. The deputy stated that the Fortaleza plant is shut down. Not even the diesel, which is more expensive and more polluting, is operating, and the Ceará plant is running below its capacity. It has 220 MW and is operating with 176, he stated.
The head of Petrobras said that the movement of the ship, which generated controversy in Ceará, was made to increase national gas production. He also stated that the return of the thermoelectric plant will occur after the completion of the lease of the Bahia terminal. The agreement for this is expected to be made today, Wednesday (09/15), he asserted.

Contracts That Petrobras Has In The State Of Ceará
Danilo Forte questioned the Petrobras leader about the operation of the thermoelectric plants in Uruguaiana, Cuiabá, North Fluminense, Linhares, Espírito Santo, and Santa Cruz, which were not operating at full capacity.
Petrobras President Silva and Luna declared that the first two do not have contracts with the state company. “North Fluminense, Linhares, and Espírito Santo are operating. Our contract is operational; one of them that was having issues resumed today,” he continued. He also informed that the Santa Cruz plant has a scheduled maintenance shutdown for the 30th, after which it will resume operations, he concluded.

Petrobras issued a statement announcing that it will deactivate the thermoelectric plant TermoCamaçari, in the state of Bahia, after ending negotiations with Proquigel Química for the leasing of the enterprise. In March of this year, the state company had already contacted Aneel to initiate the decommissioning of the UTE, claiming that the location would be unviable and also informing that the thermoelectric plant would no longer be part of Petrobras’s natural gas and energy generation plans.
In a market note, the state company informed that it will begin the decommissioning process of the UTE TermoCamaçari, which is already stripped of its grant by the National Electric Energy Agency (Aneel). Petrobras also stated that this operation is aligned with the optimization of the portfolio and the improvement of the company’s capital allocation, aiming to generate value for shareholders.
The deactivation of the thermoelectric plant, after failing to follow negotiations with Proquigel, is part of a strategy by Petrobras in the field of natural gas and energy, which aims for the competitive operation of its own natural gas commercialization and the optimization of its thermoelectric product portfolio for self-consumption. According to this strategic direction, the state company began the procedure for revoking the grant of the Usina TermoCamaçari. In 2017, the thermoelectric plant in Bahia, powered by natural gas, was completely surrounded by problems that ultimately led to its unfeasibility. In 2020, Petrobras had even registered TermoCamaçari and several other thermal energy assets in an auction planned by the government to sign a 15-year contract for the production of natural gas, including new or refurbished projects.
