Petrobras Awaits A Decision From Ibama On Drilling In The Foz Do Amazonas For 16 Months. The Project Could Change The Company’s History But Faces Environmental And Political Barriers.

An oil block that could yield over 5 billion barrels, a true black gold mine in the deep waters of the Foz do Amazonas.

But drilling is suspended while the Brazilian Institute of Environment and Renewable Natural Resources (Ibama) has not yet given its final opinion.

It has been 16 months of waiting, and the response that could change the future of the company has yet to come.

In May of last year, Petrobras saw its initial request to explore the region denied by Ibama. This was not the end of the line.

The company submitted a new request, now with new justifications, in hopes of finally obtaining permission to drill the FZA-M-59 block, located on the Equatorial Margin, an area that stretches from Rio Grande do Norte to Amapá, where Petrobras plans heavy investments.

According to the company’s strategic plan, 16 wells will be drilled in the next five years, with a total investment of US$ 3.1 billion.

However, the wait continues. Even with the Attorney General’s Office (AGU) issuing a favorable opinion to Petrobras, defending the legality of the project, Ibama remains firm in the need for an environmental assessment of sedimentary area (AAAS), a document that evaluates the impacts of fossil fuel extraction in sensitive areas.

So far, this assessment has been one of the biggest obstacles to exploring the Foz do Amazonas.

The Treasure Beneath The Waters Of Amapá

The discovery of such a promising reserve generated a lot of expectation inside and outside Petrobras.

The company argues that neighboring countries have already found large volumes of oil in nearby regions.

This has only increased hopes that the Foz do Amazonas could be the next major milestone in fuel exploration in Brazil.

However, the exploration of this area raises sensitive issues.

According to a 2016 study published in the journal Science Advances, a vast coral formation, covering 10 thousand square kilometers, was discovered in the region, making it an environmentally delicate area.

The corals are located at a depth of 120 meters and extend from the coast of Maranhão to French Guiana.

This unique ecosystem is just a few kilometers from the site where Petrobras wishes to drill.

In addition to the corals, the proximity to indigenous lands of the Karipuna, Palikur-Aruk Wayne, Galibi Marworno, and Galibi Kaliña peoples, located in Oiapoque, is also a source of concern among environmentalists.

They warn that drilling in such close proximity to these communities could cause irreversible impacts.

The Environmental And Political Stalemate

Ibama, even with internal and external pressures, maintains its cautious stance.

The Minister of the Environment, Marina Silva, a strong voice against the unchecked exploitation of fossil fuels, defended the need for caution in light of the global scenario of climate change.

In her speeches, Marina emphasized the importance of reconciling economic development with environmental preservation.

“We need to take our foot off the accelerator of fossil energies,” she stated during the COP30.

However, Marina’s view conflicts with that of President Luiz Inácio Lula da Silva.

Although elected on an environmental defense platform, Lula argues that Brazil must seize exploration opportunities in the Equatorial Margin.

As he stated at a recent event, “we cannot waste any opportunity for growth”.

Alongside him is the Minister of Mines and Energy, Alexandre Silveira, who also criticized Ibama’s stance, arguing that Brazil has the capacity to explore its oil reserves without compromising the environment.

With the involvement of the AGU and various government agencies, the dispute continues.

Although the AGU’s opinion has provided new momentum to Petrobras’s project, there is still no set date for Ibama to finalize its analysis.

Meanwhile, Petrobras remains handcuffed, awaiting a response that could redefine its future and that of oil exploration in Brazil.

What’s At Stake?

The development of the Equatorial Margin is not just an economic exploration issue, but also a strategic positioning of Brazil in the international energy scenario.

With countries increasingly focused on renewable energies, fossil fuel extraction may seem like a setback.

However, Petrobras and its allies argue that Brazil cannot pass up the opportunity to utilize its natural resources while the global market still demands oil.

Additionally, there is the issue of energy independence.

If exploration in the Foz do Amazonas is successful, Brazil could increase its oil production, decreasing reliance on imports and strengthening its economy.

However, the environmental risks and international pressures for a transition to cleaner energies place this project on a tightrope.

Enquanto isso a Guaíba está nadando de braçada, devemos nos preocupar com o meio ambiente sim mas tbm devemos dar a oportunidade de quem mora ali se beneficiarem com suas riquesas naturais. Por isso sou a favor da extração de petróleo.
