What Are the Classifications of Vehicles That Do Not Require a Driver’s License?

Moped

Understand the Rules for Operating Electric Bicycles and Mobility Vehicles Without a Driver’s License
Resolution CONTRAN No. 996, published in June 2023, clarifies the rules for using certain two-wheeled vehicles, such as electric bicycles and self-propelled individual mobility devices, without the need for a driver’s license (CNH).
According to this resolution, electric bicycles with an auxiliary motor of up to 1000 W that only operate when the cyclist pedals, as well as mobility devices with limited power and a maximum speed of up to 32 km/h, can be operated without a driver’s license. The idea is to simplify the use of these vehicles, as long as they meet the safety specifications determined by law.
Although the Resolution allows the operation of electric bicycles and self-propelled individual mobility devices without the need for a driver’s license (CNH), these vehicles still need to be properly registered and licensed, depending on the case.
