With R$ 5.6 Million, the Army Builds a Movie Set City in Campinas to Train Troops. There Are 66 Realistic Buildings in 12 Blocks, Including Stations for the Use of Grenades and Rescues.

A monumental and highly complex project has begun to be executed in Campinas, in the interior of São Paulo. Away from the spotlight, the Brazilian Army has started the construction of a structure that promises to transform the way troops prepare for urban crises.

Behind a multi-million budget, the proposal is to simulate urban scenarios with impressive realism. But what is the real purpose of this project?

The construction, estimated at R$ 5.6 million, will be installed at the Urban Operations Instruction Center (CIOU), located at the 28th Mechanized Infantry Battalion (28th BIMec).

According to information from the Army, the “movie set city” will have 2,800 square meters and will consist of 66 improvements distributed over 12 blocks.

The space will feature 20 different types of buildings, including 16 residences, three towers, large stations, specific locations for the use of grenades, and break-in training.

Structure of the Movie Set City

The project for the movie set city is ambitious and detailed. The first phase includes 31 buildings distributed in four blocks.

The constructions vary in size and functionality, highlighting a tower of 125 m² and a large station with 1,190.72 m². Smaller residences, sized between 29 and 215 m², will also be part of the set.

The buildings will be rustic, without internal finishing and without coverage for water, sewage, or electricity installations.

Despite this, realism will be maintained. The bidding document requires characteristics similar to those of a conventional urban environment, such as streetlights with overhead wiring.

According to the document, the chosen terrain already has roads and preserved vegetation, eliminating the need for deforestation.

Why Build a Movie Set City?

According to the Army, the work is a response to the inadequacy of existing structures. Currently, the CIOU uses improvised containers to simulate urban environments, which compromises the quality of military training.

“The lack of realism severely hinders the training of the troops, which reflects on the operational capacity of the Land Force,” the agency stated in a note.

The proposal is for the new infrastructure to offer more realistic conditions for simulations of crises. Among the goals are trainings focused on natural disasters, hostage rescues, civil disturbance containment, and responses to terrorist attacks.

According to experts, the technical and tactical preparation in environments that replicate real challenges is essential for successful operations.

What is the CIOU?

The Urban Operations Instruction Center (CIOU) is the main Army unit focused on training military personnel in urban scenarios.

The facility, located in Campinas, has the mission of preparing troops for crisis situations in cities, including rescue operations and crowd control.

The new project aims to raise training standards, focusing on the construction of permanent buildings that expand simulation possibilities.

“Temporary structures do not meet the complexity of the exercises necessary for maintaining the operational capacity of the Brazilian Army,” the official document states.

Sustainability and Cost

Although the budget of R$ 5.6 million has sparked debate, the Army emphasizes that the work was designed to minimize environmental impact.

The use of a flat area with preserved vegetation and existing roads was one of the criteria adopted to make the construction feasible. Additionally, the buildings will have simple structures, optimizing costs and execution time.

The implementation of this movie set city places Brazil at a strategic level in troop training, allowing training with standards similar to those used by other countries’ armies.

The investment, therefore, goes beyond military preparation and reflects on strengthening national security.

A Strategic and Controversial Project

Despite its advantages, the construction of the movie set city also raises questions. Experts discuss the viability of the high investment in a challenging economic context.

Meanwhile, the Army maintains defense of the project as a key element for the modernization of the armed forces.
