According to the National Land Transportation Agency (ANTT), the initiative includes the delivery of eight new locomotives manufactured by Progress Rail, a Caterpillar group company, during an event held in Sete Lagoas (MG) on February 9.

The FCA integrates corridors through which products from agribusiness, steelmaking, and the fuel sector, among others, pass.
Investment Of R$ 700 Million And Maintenance Contracts In The FCA
The amount of R$ 700 million disclosed by ANTT refers to a set of actions linked to the Minas Gerais network, and not just the purchase of the locomotives.
According to published information about the operation, part of the amount is associated with long-term maintenance and support contracts, including technical assistance and services related to fleet management.
In sector coverage records, the acquisition of the eight locomotives is estimated at around R$ 200 million, within the broader package.

As the detailed composition of the investment may vary according to the scope considered, the total amount has been presented together with associated operational services and obligations.
In addition to purchasing the equipment, the planning includes contracts aimed at the continued maintenance of the locomotives.
ANTT states that this model seeks to ensure the continuity of cargo transportation on routes served by the concession, focusing on performance and availability over time.
Centro Atlântica Railway In Logistics Between Southeast, Central-West, And Northeast
The FCA is a railway concession with a central presence in Minas Gerais and connections that reach other states and the Federal District.
In materials and reports about the concession, the network is described as one of the largest in the country, spanning thousands of kilometers and operating in corridors that connect the Southeast to areas of the Central-West and Northeast.
In practice, these sections serve various chains.
According to common sector descriptions, the operation involves grains, sugar, fertilizers, petroleum derivatives, steel products, and mineral cargoes, among other flows.
VLI also reports that it integrates railway and its own terminals, in addition to using strategic ports, such as the Santos Port, in composing the logistics corridor.
In commenting on the role of the concession, ANTT and the company often highlight the function of connecting producing regions, industrial hubs, and export points.
The institutions consider the FCA as a relevant component of national logistics due to its reach and the variety of cargo transported.
Sete Lagoas, New Locomotives And Job Creation In Minas Gerais
ANTT states that the installation, manufacturing, and maintenance of the locomotives should generate direct and indirect jobs in Minas Gerais.
The agency mentions demand for specialized labor linked to Progress Rail and related services around the operation.
The event in Sete Lagoas was presented as part of this movement.
According to the regulator, the arrival of the locomotives is associated with the expansion of technical and industrial services in the state, which includes maintenance and operational support throughout the contract.
Progress Rail reported that the units were adapted to Brazilian operating conditions, focusing on traction, energy efficiency, operator comfort, and higher load capacity.
The company also indicated that the locomotives will be directed, among other fronts, to transportation linked to steelmaking, agribusiness, and petroleum derivatives.
FCA Concession, Expiration In 2026 And Renewal Under Analysis
The current concession contract for the FCA is scheduled to expire in August 2026.
Given this timeline, the Ministry of Transportation and ANTT have been conducting technical analyses for a new contractual cycle, according to information disclosed in government institutional channels.
In this debate, different values appear, according to the scope of what is considered mandatory investment and what is presented as a broader projection.
ANTT reported in an institutional communication that the new contract provides for R$ 13.8 billion in infrastructure investments.
Meanwhile, statements from VLI mention that the renewal could unlock a cycle exceeding R$ 30 billion in the long term.
As these numbers may be associated with different scopes, direct comparison requires caution.
Part of the references pertains to contractual obligations for infrastructure, while others include estimates and additional components, such as modernization programs and operational goals.
The common point in the presented versions is the expectation of multi-year investments linked to the future of the concession.
VLI Investments In The FCA And Transported Cargo Volumes
In recent history, VLI reported plans to invest about R$ 1.2 billion in the FCA throughout 2026, allocated for the maintenance of the permanent way, rolling stock, and operational improvements.
The company also stated that, between 2023 and 2026, the accumulated volume on the railway could reach approximately R$ 4.8 billion and that, since 2014, contributions exceed R$ 17 billion.
Regarding the profile of the cargo, the operation is described as diversified.
In company communications, there are references to grains such as soybeans and corn, as well as sugar, fertilizers, iron ore, and industrial products.
The company also reported, in its own disclosure, having transported over 119 million tons of agricultural products between 2016 and 2020.
ANTT and VLI link the modernization of the fleet to maintaining the capacity to meet demand in these corridors.
When presenting the new locomotives, Progress Rail pointed out adaptations aimed at the operating standard in Brazil, emphasizing efficiency and performance under local conditions.
Compensation To The Treasury And Old Contractual Issues
One of the points that reappears in discussions about the concession involves the reference to a compensation of R$ 1.2 billion to the National Treasury related to old contractual issues.
Journalistic records indicate that this amount was disclosed in 2019, associated with compensations related to previous contracts.
As the renewal topic has returned to the center of the agenda with the proximity of the end of the contract, historical numbers and financial obligations are revisited at different times, often with different contexts.
In this context, checking dates and the origin of each reference helps to separate obligations recorded in the past from conditions that may be negotiated for the future.
