The IPVA is a tax under the jurisdiction of the states and the Federal District, applicable to the ownership of motor vehicles. Established in 1985, its main legal basis is Article 155, Section III, of the Federal Constitution. The tax event for IPVA 2025 occurs, for used vehicles, on January 1, 2025; for new ones, on the date of acquisition; and for imported vehicles, at customs clearance. In Goiás, for aircraft and vessels, the tax event will be on April 1, 2025.

Of the total collected from the IPVA 2025, 20% is allocated to Fundeb (basic education). The remaining 80% is divided equally: 50% for the state and 50% for the municipality where the vehicle is registered, being applied in general public expenses such as health and safety, and not exclusively on roads. São Paulo expects to collect R$30.4 billion in 2025, and Santa Catarina, R$4.4 billion.

The calculation of IPVA 2025 is based on the market value of the vehicle and the rate defined by each state. The market value is generally established by the FIPE Table, which reflects average market prices (usually based on surveys from the previous year, that is, 2024 for IPVA 2025). For 0km vehicles, the invoice value is the reference.

The rates for IPVA 2025 vary from 1% to 4% for passenger cars, depending on the state and characteristics such as fuel type. For example:

  • São Paulo: 4% (conventional), 3% (gas/electric).
  • Espírito Santo: 2% (cars), 1% (motorcycles/buses/trucks).
  • Goiás: 1.25% to 3.75% (according to category and power).
  • Bahia: 3% (diesel), 2.5% (others), 1.5% (boats/aircraft – exemption for electric vehicles up to R$300 thousand).
  • Sergipe: 2.5% (up to R$120 thousand), 3% (above R$120 thousand).
  • Paraná: 3.5% or 1%. The formula is: IPVA Value = Market Value x (Rate / 100).

Payment Options

State governments usually offer two payment methods for the IPVA 2025:

  • Single Installment: Full upfront payment, usually with a discount. Discount percentages vary: São Paulo (3%), Alagoas (5%), Federal District (10%), Espírito Santo (15%), Bahia (15% or 8%), Sergipe (10%), Paraná (6%), Rio Grande do Sul (progressive discounts up to 20.80%), Mato Grosso do Sul (15%), Pernambuco (7%) and Minas Gerais (3% + possible Good Payer bonus).
  • Installments: Divided into several monthly payments (usually 3 to 10), but without the benefit of a discount. There may be a minimum payment amount per installment.

To pay the IPVA 2025, you first need to issue the payment guide (DAE, GRD, DUA, etc.). This is done online, on the websites of the Treasury Department (Sefaz) or the State Traffic Department (Detran) of the vehicle’s registration state, providing the RENAVAM and, sometimes, the license plate.

Payment can be made at the authorized banking network (agencies, ATMs, internet banking, apps) and at lottery agencies. Many states, such as Maranhão, Rio de Janeiro, Paraná, Rio Grande do Sul, and Mato Grosso do Sul, already accept payment of IPVA 2025 via PIX. Credit card payment, through authorized companies, is also an option in some locations.

Keeping the IPVA 2025 paid is crucial. Defaulting generates fines and interest on the amount owed. More importantly, paying the IPVA is essential for the annual vehicle licensing and the issuance of the Electronic Vehicle Registration and Licensing Certificate (CRLV-e).
