Civil Construction Faces Difficulty Filling Technical Positions, But Free Courses from Etecs and Fatecs Offer Accessible Solutions for Those Who Want to Enter the Job Market.
Labor Shortage in Brazil: The construction sector is experiencing a paradox. While the sector grows and demands more workers, companies are struggling to fill positions with qualified professionals. According to the Construction Survey, conducted by the Brazilian Institute of Economics at the Getulio Vargas Foundation (FGV Ibre), 71.2% of companies reported difficulties hiring between June 2023 and June 2024.
The study also reveals that 39% of companies face “great difficulty” in hiring specialized professionals, particularly in the areas of installations and finishing—essential stages in the project delivery process. This scenario of a shortage of qualified labor threatens the growth pace of the sector and points to a structural bottleneck that can be addressed through professional qualification.
Professional Qualification Is the Way
In light of the labor shortage, experts and industry entities suggest that investing in technical and technological courses is the main strategy to balance market demand with worker training. In addition to broadening job opportunities, technical training increases productivity and can ensure better salaries and working conditions.

In the State of São Paulo, the Technical Schools (Etecs) and Technology Colleges (Fatecs), linked to the Paula Souza Center (CPS), offer free courses aimed at civil construction. These courses align the curriculum content with the real needs of companies, preparing professionals to work in various stages of a construction site.
Free Courses at Fatecs and Etecs
Among the courses available at Fatecs aimed at professional qualification in the civil construction area, there are:
- Building Construction
- Construction Management
- Electrical Installations
- Hydraulics and Environmental Sanitation
- Refrigeration and Air Conditioning
At Etecs, the courses aimed at the sector include:
- Civil Construction Drawing
- Buildings
- Electrotechnics
These training programs cover everything from the project phase to execution and finishing, focusing on specific areas like electrical and hydraulic installations. Technical training paves the way for filling the vacancies that currently remain open in companies in the sector.
Fatecs Selection Process: Applications Open
The Fatecs entrance exam is open for applications until 3 PM on June 6, exclusively online. Interested candidates must fill out the form, answer the socioeconomic questionnaire, and pay the application fee of R$ 50, according to the instructions available in the Candidate Manual.
In total, 12,550 vacancies for free, on-site, and distance higher education technology courses are offered, distributed across 82 units throughout the State of São Paulo. To participate, candidates must have completed or be enrolled in high school, with mandatory proof of completion at the time of enrollment.
The candidate may choose one course as their first option, and if desired, select a second option at another unit or shift. It is also possible to apply more than once, provided that application fees are paid separately.
Etecs Selection Process: New Vacancies Coming Soon
For those seeking vocational secondary technical courses, Etecs are also an accessible and quality option. Information about the selection process for the second semester of 2024 will be announced soon on the official site of the Paula Souza Center.
These courses represent an opportunity for young people and adults who want to enter the civil construction industry or re-enter the job market with new skills. Given the labor shortage, the expectation is that the demand for qualification will increase, especially in areas such as electrical installations, hydraulics, and construction management.
