Exploration Advances in the Amazon Region, as Controversial Projects Move Through Congress and Social Tension Increases in Poor Cities Along the Northern Border
A new race for oil exploration is underway in the Brazilian Equatorial Margin region, reigniting old debates about sovereignty, energy poverty, and environmental impact.
Since February 2025, two bills have been under analysis in the National Congress. They aim to radically change the management and exploration model of oil resources in the country.
The first, Bill No. 3,178/2019, reactivated in the Senate on February 4, 2025, removes Petrobras’ preference in the pre-salt and replaces the sharing regime with direct licensing. The second, Bill No. 2,632/2025, presented by the Executive Branch, accelerates the auctions of unlicensed blocks and directs the collected funds for public debt payment.

ANP Auction Reveals Foreign Interest and Internal Concerns
The newspaper Monitor Mercantil highlighted, in its June 18, 2025 edition, the results of the 5th Permanent Offering Cycle of the ANP. In total, 172 blocks were offered, but only 34 received valid bids.
Of these, 19 blocks are in the Amazon River Basin, a region of high environmental sensitivity and strategic significance for the country. Nine companies participated, placing bids with premiums exceeding 500%, revealing the high economic value of the offered assets.
The Single Federation of Oil Workers (FUP) expressed its concerns immediately after the auction. The entity criticized the handing over of strategic areas to foreign companies and warned that, without the sharing regime, the country loses tools for redistributing the generated income.
According to the FUP, the current model favors external interests and hinders the use of resources for combating poverty and regional development.
Amazon Faces Chronic Poverty and Energy Exclusion
The promise of wealth contrasts with the social reality of the region. In Oiapoque (AP) and Almeirim (PA), cities located in the Equatorial Margin, over 60% of residents depend on Bolsa Família, according to data from IBGE in 2024.
Additionally, almost 40% of the population is in poverty, while 80% of workers rely on informal employment. In many communities, the lack of treated water and basic sanitation is still the norm.
Macapá, the capital of Amapá, also suffers from this exclusion. About 20% of the population still does not have regular access to electricity, a number almost identical to that recorded in 2010.
Thus, exploring billions of barrels of oil in the Equatorial Margin requires more than technical capacity. It requires commitment to eradicating energy poverty and investing in social infrastructure.
Environmental Commitments Place Brazil in a Strategic Dilemma
Another point of concern is the hosting of COP30, scheduled for November 2025 in Belém (PA). In this conference, Brazil will need to reaffirm ambitious climate goals, such as:
- Ending illegal deforestation
- Reducing CO₂ emissions by 50% by 2030
However, according to environmental experts, the blocks already auctioned in the Equatorial Margin could emit up to 10 billion tons of CO₂ equivalent during their operation.
This number represents nearly seven years of total emissions from the country, placing Brazil in a paradox: expand oil production or fulfill international climate commitments?
Even though the government advocates for a gradual energy transition strategy, the environmental impacts cannot be overlooked.
What Development Model Should Brazil Follow?
The exploration of the Equatorial Margin represents a crossroads. On one side, the economic potential is undeniable. On the other, there are clear risks of perpetuating poverty, regional inequality, and irreversible environmental damage.
If the country opts to auction strategic areas without control, focusing only on paying public debt, it may forfeit the chance to invest in health, education, and infrastructure.
Therefore, the next steps will be decisive. It is essential to define who will benefit from the generated wealth and what criteria will be adopted to ensure the sustainability of the process.
