II Decommissioning Seminar of a Submarine System Debated at Sesi Auditorium in Macaé.
An important cycle of events and discussions on the topic “Decommissioning of Offshore Facilities” is being held by the Petro-BC Network, in partnership with the SPE (Society of Petroleum Engineers – “in Portuguese”) Macaé Section, SEBRAE, FIRJAN System, and the Commercial and Industrial Association of Macaé – ACIM. Last Wednesday (31), the “II Decommissioning Seminar of a Submarine System” took place at the Sesi auditorium in Macaé.
This topic: Decommissioning, is currently an activity in the oil industry of extreme importance for the strained public coffers of the state of Rio de Janeiro and, why not say, of great impact for production in the Campos Basin. Many production units are installed in important fields that are at the end of their useful life and do not have economic viability concerning maintenance programs, opening opportunities for the evolution of this new industrial modality in Brazil.

According to the O&G consultant and member of the SPE – Macaé Section, Mauro Destri, one of the world’s leading experts on the subject, it is in the state of Rio de Janeiro where investment levels and the contracting of goods and services are projected to exceed U$1 billion in the coming years, highlighting enormous opportunities for the business and commercial sectors in Macaé and surrounding areas.
Destri also stated that: “The emphasis of this second seminar was on the attention we must pay to underwater installations, which will require a joint effort from regulatory and environmental agencies and the companies themselves to establish appropriate procedures to ensure processes and best environmental preservation practices.”
This second seminar featured speakers from Petrobras, represented by the Decommissioning Manager, Eduardo Zacaron; the Superintendent of Operational Safety and Environment of ANP (National Petroleum Agency), Marcel Mafra; and Professor Marcelo Igor, from COPPE (Graduate Program and Research) at the Federal University of Rio de Janeiro, along with other representatives from companies specialized in underwater installations.
The representative of ANP, Marcel Mafra, emphasized the urgent need to review the agency’s regulations on decommissioning processes, in effect in the country since 2006, aiming for an update in response to current demands and complexities. Zacaron presented the oil basins in Brazil that have production units with over 25 years of operation and also informed about seven ongoing decommissioning projects at Petrobras.
