Since January 2023, the liter of diesel from Petrobras fell from R$ 4.05 to R$ 2.94, but at the pumps it only dropped from R$ 6.51 to R$ 6.06, swallowed by higher ICMS, federal taxes, expensive biodiesel, and Vibra margins, leaving carriers and drivers without relief at the end of the month.

The official data from the Ministry of Mines and Energy shows that the liter of diesel sold by Petrobras to distributors fell by 27.4%, dropping from R$ 4.05 to R$ 2.94. In the same period, however, the average price of diesel at gas stations only decreased by 6.9%, from R$ 6.51 to R$ 6.06, frustrating those who expected a much greater relief at the pumps.

In practice, the difference between the drop in diesel at the refinery and what appears at the pump is concentrated in three main points: tax recomposition, high ICMS, and increased mandatory biodiesel blending, along with distributor margins. The result is that a large portion of the discount granted by Petrobras is absorbed throughout the chain, before reaching the driver’s pocket.

Strong Drop in Petrobras Diesel, Weak Relief at the Pump

The movement of diesel at the source is clear.

Between January 2023 and December 2025, the liter supplied by Petrobras to distributors fell from R$ 4.05 to R$ 2.94, a decline of nearly 30% in the exit price.

This reduction reflects the combination of adjustments in the commercialization policy and changes in international prices over the period.

For the final consumer, however, the picture is quite different.

In the same timeframe, the diesel at the pumps only decreased from R$ 6.51 to R$ 6.06, an average drop of 6.9%.

In other words, the driver sees at the pump display a relief almost four times smaller than that observed at Petrobras’s end.

For those who depend on diesel every day, whether in a car, pickup, or truck, the feeling is that the reduction got stuck halfway.

ICMS and Federal Taxes Swallow Part of the Discount

An important part of this difference lies in the recomposition of taxes.

According to the cited data, the state ICMS on diesel jumped from R$ 0.79 to R$ 1.12 per liter, an increase of 41.77% in a short time.

This movement alone consumes a significant portion of the decrease applied by Petrobras on the price of the fuel.

On the federal side, taxes on diesel amount to about R$ 0.32 per liter, a figure considered similar to that collected by states in the analyzed segment.

The sum of ICMS and federal taxes creates a tax base that limits the space for fully passing on the 27.4% drop of diesel at the refinery to the final price at the pumps.

For the driver, the message is clear: taxation has returned strongly and is at the center of the equation.

Role of Vibra and Distributor Margins in Diesel Pricing

Another point highlighted by experts is the effect of the privatization of the former BR Distribuidora, now Vibra Energia, which reduced the direct government control over the diesel distribution stage.

Without a dominant state-owned company at this end, classic public policy tools, such as pressure for immediate price cut pass-through, are more limited.

Between the exit of diesel from Petrobras and its arrival at the station, there are costs of logistics, transportation, storage, and the distributors’ own margin.

These components are not disclosed with detailed transparency, which makes it difficult to know exactly how much each step is retaining from the discount granted by Petrobras.

The visible effect, however, is that a significant portion of the drop at the refinery dilutes along the chain before appearing on the pump display.

More Expensive Biodiesel Also Weighs on the Driver’s Pocket

Besides taxes and margins, the mandatory blending of biodiesel in fossil diesel is another factor exerting pressure on the final price.

When the percentage of biodiesel increases, the average cost of the blend tends to rise, since the renewable input usually has a higher price compared to petroleum-derived diesel.

In practice, this means that, even with Petrobras’s falling diesel, the product that reaches the consumer is not just fossil fuel, but a blend with biodiesel that raises the final liter price.

For drivers and carriers, little matters the technical split between diesel and biodiesel on the invoice: what weighs is the amount that appears on the pump sign, still at a high level.

Expensive Diesel Holds Freight, Inflation, and Transport Income

The behavior of diesel directly impacts cargo transport.

The fuel can represent up to 40% of the operational costs of a carrier, according to estimates used by the sector.

At the same time, freight accounts for about 30% of the total cost of products that reach the shelves.

When the drop in diesel at the refinery does not fully translate into a reduction at the pump, the room to cut freight prices becomes tight, and the positive effect on inflation is limited.

This means that the independent driver remains squeezed, the carrier does not feel enough relief to lower prices, and the final consumer sees little reflection of this drop of almost 30% in Petrobras’s diesel in their grocery cart.
