With the Duplication of PR-412, Integrated Contracting Project Links Guaratuba to the Contour of Garuva, Connects to the Duplication of SC-417, Strengthens the Corridor Between Paraná and Santa Catarina, and Prepares Access to the Guaratuba Bridge
The government of Paraná confirmed that the duplication of PR-412, between Guaratuba and the border with Northern Santa Catarina, has advanced to a new stage with the signing of the contract with the responsible company. The planned investment is R$ 254.5 million for 12.81 kilometers, in one of the main road axes between the two states.
Envisioned in the integrated contracting model, the duplication of PR-412 begins with the development of the basic and executive projects, within a timeframe of 12 months, before the start of fieldwork. Subsequently, the execution of the work will take 18 months, which projects the completion of the project for the middle of 2028, provided that the schedule is met without delays.
Contract of R$ 254.5 Million and Schedule Until Mid-2028

The contract for the duplication of PR-412 establishes that the contracted company will be responsible for both the studies and the execution of the physical work, following the integrated contracting model.

After the approval of the projects by the DER/PR, the 18-month deadline for execution on a dual carriageway should lead to the delivery of the work by mid-2028, a period during which the corridor between Paraná and Santa Catarina is expected to undergo a structural transformation.
Soft Soils, Atlantic Forest, and Sensitive Environmental Licensing

According to the director-president of DER/PR, Fernando Furiatti, the deadlines for the duplication of PR-412 reflect the complexity of the stretch.
The domain area presents soft soils and a water level very close to the natural terrain, which requires specific engineering solutions to avoid settlement, instability, and deformation over time.
The preliminary project by DER proposes several constructive alternatives, which will be detailed and possibly expanded during the project phase.
In addition to the geotechnical challenge, the stretch of the duplication of PR-412 is located in an Atlantic Forest area, making environmental licensing a crucial stage.
The final design will need to reconcile capacity expansion, road safety, and mitigation of impacts on native vegetation, water bodies, and fauna.
The definition of drainage devices, passages, and preservation areas will be central to the project’s approval by environmental agencies.
Wider Lanes, Viaduct, Bicycle Path, and New Highway Post
The stretch covered by the duplication of PR-412 starts at km 0 of the highway, at the border between Paraná and Santa Catarina, and extends to the access to Balneário Coroados, which will be completely remodeled with the construction of a viaduct.
The current configuration of at-grade intersections will be replaced by a safer design, with flow separation and reduction of conflict points.
The existing lane will be widened with 3.6-meter lanes, 2.5-meter shoulders, and a 2.2-meter central median separating the two lanes, a standard that enhances safety and improves traffic flow for long distances.
At the intersection with PR-808, there will be a reconfiguration of the intersection and construction of a new post for the State Highway Police, reinforcing inspection and operational control in the corridor served by the duplication of PR-412.
From that point onward, a bicycle path will be implemented to the urban area of Guaratuba, creating a dedicated route for cyclists in a region that currently mixes bicycles, light vehicles, and trucks in the same lane.
The addition of the bicycle path indicates that the duplication of PR-412 addresses not only freight and tourism road traffic but also local mobility and safety for vulnerable users.
Bridges, Returns, and Drainage for a Safer Corridor
The project for the duplication of PR-412 includes the demolition of the bridge over the Rio da Praia and its replacement with a triple concrete gallery measuring 2 meters by 2 meters, an adaptation aimed at increasing runoff capacity and reducing flooding risks in the surrounding area.
This structural review is accompanied by an updated drainage system, capable of handling larger volumes of rain and the new geometry of the highway.
Three at-grade returns will also be implemented at kilometers 3.4, 5.72, and 10.88, distributed to better organize U-turn maneuvers along the duplicated stretch.
Combined with the new signage and safety devices, these returns are part of a complete redesign of the layout, focusing on reducing points of irregular overtaking, risky crossings, and improvised accesses that currently pressure the operation of PR-412.
Integration with the Contour of Garuva and Duplication of SC-417
The duplication of PR-412 is not an isolated project. It connects directly to the works planned on the Santa Catarina side, especially the Contour of Garuva and the duplication of SC-417.
These stretches are part of a package aimed at improving mobility between the two states, reducing bottlenecks in the connection with BR-101, and offering more efficient alternatives for the increasing flow of cargo and tourist vehicles.
The plan is for the duplication of SC-417, from the border between Paraná and Santa Catarina to the intersection with BR-101, over a stretch of 19.18 kilometers, to function as a natural extension of the duplication of PR-412.
In practice, the set of PR-412, Contour of Garuva, and SC-417 is expected to form a continuous axis of superior standard, with greater capacity, higher travel predictability, and less exposure to chronic traffic jams.
Oil Royalties and Correction of Historical Error Between SC and PR
The package that includes the duplication of PR-412 and the interventions on SC-417 and the Contour of Garuva is anchored in a royalties agreement signed between Santa Catarina and Paraná.
Under the agreement, Santa Catarina is to receive around R$ 365 million, an amount earmarked for works in the border region and presented as compensation for a historical error in the distribution of oil revenues.
According to action taken by the Santa Catarina government in 1991, miscalculations may have led Paraná to receive funds that should have been allocated to Santa Catarina.
The allocation of part of these funds for the duplication of PR-412 and for the interconnected works in Santa Catarina is seen as a mechanism for federative rebalancing, with a direct impact on the logistics infrastructure shared by both states.
Corridor Prepared for the Future Guaratuba Bridge
The stated goal of the investment package is to prepare the road corridor for the expected increase in flow with the completion of the Guaratuba Bridge.
Currently, the crossing relies on a ferry, which limits capacity and creates queues during peak demand periods.
With the bridge completed and the duplication of PR-412 in operation, the expectation is for a surge in the daily volume of vehicles and cargo linking the coastal region of Paraná and Northern Santa Catarina.
In this scenario, the duplication of PR-412 serves as a central piece to prevent the new facility, instead of unlocking mobility, from transferring the bottleneck to the stretch between the bridge and the border with Santa Catarina.
By coordinating a viaduct, bicycle path, new highway post, returns, and integration with the Contour of Garuva and SC-417, the project aims to anticipate future pressure and provide a more suitable structure for the strategic role of the corridor.
