R$ 1 Billion Project Will Be Made Possible Through Public-Private Partnership and Promises to Revitalize Traditional Area of the Eastern Neighborhood
The City Hall of São Paulo has published the bidding notice for the construction of the Esplanade of Freedom, a new urban space that will transform one of the most symbolic regions of the city. The initiative includes squares, gathering and leisure areas over the slabs that cover the East-West Radial, between the viaducts Guilherme de Almeida and Cidade de Osaka, in the Liberdade neighborhood.
The project will be made possible through a Public-Private Partnership (PPP), with an estimated investment of R$ 1 billion. According to the city hall, the goal is to boost tourism, value local culture, and provide a free and permanent public-use environment, operating 24 hours a day.
What Is Planned for the Esplanade of Freedom Project

The Esplanade of Freedom will be implemented in one of the most visited neighborhoods in São Paulo, known for its oriental restaurants, cultural fairs, and strong presence of the Japanese-Brazilian community. The new structure will occupy three large urban slabs over the East Radial, connecting central areas and providing a modern urbanism solution focused on collective use.

The space will feature tree-lined squares, resting areas, food kiosks, a six-story commercial building, as well as structures for cultural events, exhibitions, and public performances. The entire area will have free access, reinforcing the proposal for inclusion and democratic use of the city.
Bidding, Concession, and Social Counterparties

The concession of the Esplanade of Freedom will last for 30 years and includes the implementation of infrastructure, maintenance of the space, caretaker services, and continuous promotion of sociocultural actions. The envelope opening is scheduled for September 23, at 10 a.m., at the Viaduto do Chá.
The winning company must fulfill monthly counterparts to the municipality, in addition to receiving an initial contribution of R$ 150 million from the city hall. The amounts collected from the concession will be allocated to the Municipal Fund for Social Development (FMD), which finances public policies in the areas of education, health, and housing.
According to an official note from the city hall, the PPP model allows for the acceleration of complex works with support from the private sector, without relinquishing public management of the space and ensuring a guaranteed social return to the population.

Por incrível que pareça, já imaginei um projeto de Boulevard exatamente neste loca: entre a Conselheiro Furtado e av. Liberdade sobre a via leste~oeste. Isso já há vários anos. Nunca fiz nem esboço por falta de software, para mim seria ideal o Corel Draw. Estou muito contente que a prefeitura teve a idéia de fazê-lo.
