Since Tuesday, December 9, 2025, the launch date of the program, the Brazilian CNH app has skyrocketed to 7.4 million users in just two days, according to data released by the Ministry of Transport.
The reach was national: all states and the Federal District registered accesses, with São Paulo leading the ranking, followed by Minas Gerais, Rio de Janeiro, and Bahia. In the same period, more than 270 thousand people have already started the free theoretical course within the platform.

The start of the new process changed the routine for those who intend to obtain their CNH: now, the request can be made directly from the mobile phone.

The content has been structured in multiple formats, with texts, podcasts, and videos, as well as preparation tools like simulations, a question bank, and supplementary materials.
The proposal is for the candidate’s preparation to remain active until the day of the theoretical exam administered by Detran.
All stages, up to the phase of face-to-face exams, can be monitored through the app, which centralizes information and process tracking in a single digital environment.
Promise of Cost Reduction and Ceiling That Can Reach R$ 5 Thousand
The Brazilian CNH program has the declared goal of democratizing access to the driver’s license, especially for those who are excluded due to price. The estimate presented is that the modernization can reduce the total cost by up to 80% to obtain the CNH.
The argument gains weight when the Ministry itself points out that, in some states, the cost of the process can reach R$ 5 thousand.
The combination of digitizing stages, expanding study formats, and reorganizing the flow is presented as the basis for this reduction of expenses.
New Rules: Automatic Renewal, Paperless Document, and Cheaper Exams
In addition to the new flow through mobile phones, the initiative brings additional changes. Among them is the incentive for good drivers, with provisions for automatic renewal for those without infractions recorded on their license.
The program also allows the use of the CNH without the need for a printed version, reinforcing the adoption of the digital document in daily life.
Another highlighted point is the cost reduction for mandatory procedures: the Ministry claims that the initiative reduces the costs of medical and psychological exams by 40%.
The Size of The Challenge: 20 Million Drive Without CNH and 30 Million Do Not Start The Process
The massive interest helps illuminate the structural access issue. According to the National Traffic Secretary (Senatran), 20 million Brazilians drive without a CNH.
In addition, another 30 million are of age to obtain the document but do not start the process, mainly due to cost and bureaucracy.
In this context, the mark of 7.4 million users in two days is treated as an indicator that there was a significant contingent waiting for a more accessible alternative to start the licensure journey.
What The Minister Says and How The App Should Be Used
For the Minister of Transport, Renan Filho, the volume of accesses and the demand for the free theoretical course demonstrate that the previous model was, in practice, exclusive for a large part of the population.
In the minister’s assessment, the program particularly addresses those who need it most, by associating licensure with autonomy, citizenship, and improved opportunities.
