The Companies Operating in the Offshore Maintenance Market Involved in Lava Jato Were Replaced by National and Foreign Companies, Some of Which Have Little Experience in the Oil and Gas Sector.
The market that previously had UTC and Ocyan as leaders, they had the most expensive contracts in the offshore construction and assembly of Petrobras. In addition to them, Skanska, lesa, and MPE were also involved in the Lava Jato scandal. In February 2018, C.S.E. Mechanical and Instrumentation, Estrutural Engenharia, and OEngenharia (Actemium) signed construction and assembly contracts for 12 platforms in UO-Rio.
Acquired by Aker in 2016, C.S.E. already had relationships with Petrobras. Operating in the Campos Basin since the 1980s, it has never secured high-value contracts; however, those recently closed already reach around US$ 100 million in the offshore segment. Meanwhile, the contracts of Estrutural and OEngenharia combined reached nearly R$ 300 million.

The greater diversity of service providers generates more competition and also results in cost reductions for the state-owned company. On the other hand, there is a chance of raising the risks associated with contract execution.
Some of the companies that participated in the construction and maintenance tenders also took part in bids for contracts in Comperj. Shandong Kerui was the winner of the UPGN of the complex in Itaboraí – RJ, surpassing Cobra, which participated in the bidding in alliance with Qualiman. Mota, through its mining partner Encalso Construções, presented the lowest price in a tender for the construction works of the future refinery, despite Petrobras intending to decline and build a thermoelectric plant instead.
In addition to the already mentioned companies, there are other companies known in the market that are trying to expand their presence in offshore maintenance.
Among the participants that were in the bids for UO-Rio and UO-BC are: Belov Engenharia, Elos Engenharia, Elevolt Indústria, Enaval, Estaleiro Brasa, G&E Manutenção, Gran Energia Navegação, Imetame, Manserv, Mazza Engenharia, Milplan Engenharia, Mip Engenharia, Montcalm Montagem, Niplan Engenharia, Norteng Engenharia, RIP Serviços Industriais, and Wärtsilä.
Most of them have C&M contracts with Petrobras, such as: Elfe Engenharia, Enaval, Imetame, Manserv, and RIP Serviços Industriais.
Imetame has a construction and maintenance contract of over R$ 700 million already completed and just under R$525 million still active.
