This revolution happens thanks to the partnership with the Public Management Innovation Laboratory (Pólen), which brought a completely new approach: an announcement in Plain Language.
According to the coordinator of Pólen, Ana Paula Carneiro, the user is placed at the center of decisions, ensuring that communication is clear and objective. “The simplification of language and user-focused design make participation more accessible,” she states.
Simplified Announcement: Inclusion And Clarity For All
The new announcement uses strategies that make reading and understanding easier, eliminating the traditional “legalese” that keeps many candidates away.
The linguist Liana Paraguassu, a specialist in Plain Language, emphasizes that short, direct sentences with accessible vocabulary are the distinguishing feature.
“In documents like this, we cannot forego some technical terms, but our mission is to explain them in a way that anyone can understand their meaning,” she emphasizes.
This is essential for candidates to understand expressions such as “supporting documents” or “gross family income per capita”.
This strategy is part of a larger movement aimed at expanding access to quality education, especially in a country where, according to the Functional Literacy Indicator of 2018, only 12% of the population is proficient in reading.
The use of simpler language is a powerful tool to increase literacy and enable more people to participate in future selection processes, even if these do not have the same accessibility.
Innovative Design To Make Candidates’ Lives Easier
What also stands out in this announcement is the user-centered design. Readable fonts, appropriate colors, and efficient content organization are some of the elements that facilitate reading and understanding, as explained by the designer Aline Macena, responsible for the Communication and Training cell of Pólen.
“When information is well-structured, the cognitive cost of reading decreases, allowing the candidate to understand the requirements quickly,” she points out.
This innovation goes beyond simple visual choices. The use of images and symbols also contributes to the intuitive absorption of information, which drastically reduces the common confusion in previous selection processes, where many candidates were eliminated for not understanding parts of the announcement.

For the coordinator of the Selection Process at EPSJV, Luiz Maurício Baldacci, including simpler language in announcements is essential.
He emphasizes that in previous selection processes, many candidates were eliminated for not being able to correctly understand the instructions.
“The partnership with Pólen is crucial for us to expand access to the course, removing barriers that previously kept many interested parties away,” Baldacci concludes.
This effort is part of a larger initiative by Fiocruz to guarantee the right to Quality Education for all.
In a scenario of deep inequality, like Brazil’s, where almost half of the working-age population has only completed elementary school, these inclusion strategies represent a true social transformation.
