Havan Is a Company Headquartered in the City of Brusque, Santa Catarina. In summary, the institution has existed since the 1980s and has been promoting a series of social programs to assist Brazilians during the crisis, such as the zero tax initiative. Luciano Hang, the representative and owner of the institution, affirms that he is against taxation and is interested in showing his clients how much they pay in taxes when purchasing liters of gasoline.
The Zero Tax promotion carried out by Havan began in the host city, Brusque, Santa Catarina, on Thursday of last week. This way, people could buy up to 15 liters of gasoline for the price of R$ 4.99 – it is worth noting that in the municipality, the price per liter is already above R$ 7.2. Even in the morning before the promotion opened, there were miles-long lines. Couples reported in interviews that they waited over 8 hours to purchase the liters of gasoline. Many people joked about the situation, with one internet user commenting: “Given the time they spent in line, they could have worked overtime to cover the R$ 30 they would have to make up!”
According to the portal Município, the line was so long that it stretched to Gustavo Halfpap and continued towards the Center-Primeiro de Maio. The uncertainty among many people, despite the low number of liters that could be purchased with the zero tax discount, is about the possibility of the program occurring again in the city and in other capitals across Brazil.
Havan and the Zero Tax on Gasoline
The YouTube channel belonging to Luciano Hang Official has a video showing more about how the zero tax initiative worked in various cities across Brazil. As mentioned before, there were mile-long lines to refuel the 15 liters of gasoline and access the discount, where they were charging R$ 4.99.

Will Havan’s Zero Tax Initiative Return?
Havan’s zero tax initiative tends to happen at least once a year as an initiative of the “Old Man of Havan” to demonstrate to the population the high amount paid in taxes for each liter of fuel. However, the promotion is not scheduled to continue throughout the year 2022 and will only return in 2023.
Participating in the promotion is quite simple: the gas stations open at 9 AM and people must form a line, with priority given to those who arrive first. Each person is entitled to 15 liters of fuel. Payments can be made in cash or via credit or debit card; customers also have the option to split the tank filling into more installments through the Havan card, which has no interest added.
Gasoline May Increase to Double Digits and Worries the Residents of Santa Catarina
This week, China announced that it would be easing the country’s measures against the Covid-19 pandemic. The news, coupled with the risk of shortages, caused the price of Brent oil to exceed US$ 120. Due to this increase, it is estimated that Petrobras will soon have to raise the price at the refineries for fuel sales.
As a consequence, Brazil is experiencing inflation in double digits and is likely to worsen this year. The expectations of the Central Bank, even with the interest rate at 11.75%, are not positive. The ongoing crisis between Ukraine and Russia since the end of February has heightened the international market.
