With a significant advancement for the energy transition in the Northeast, the Government of Ceará signed a pre-contract on Monday (28) with the Norwegian company Fuella AS.

The goal is to install an industrial green hydrogen (H2V) plant in the Export Processing Zone (ZPE) of the Port of Pecém. The Importance of Green Hydrogen Production in Ceará for the Northeast and Brazil
Green hydrogen is seen as one of the most promising solutions to reduce carbon emissions, especially for hard-to-electrify sectors like industry and heavy transportation. This technology uses renewable energy sources such as wind and solar to produce hydrogen without carbon emissions, a significant advantage in the context of combating climate change.

The Port of Pecém, where the plant will be installed, has the infrastructure and logistical capacity for export, making it a central point for the distribution of green hydrogen to the international market.
Details of the Agreement with Fuella AS
The pre-contract between the Government of Ceará and Fuella AS anticipates an investment of R$ 9 billion, with an industrial plant that will have the capacity to produce 400,000 tons of green ammonia per year, all intended for the external market.
The plant will be built over the next three years, and operations are expected to start as scheduled, following the implementation of engineering and environmental projects.
Fuella AS is a developer and operator of green hydrogen and ammonia plants with global operations. The project in Ceará will have support from Allianz Capital Partners, part of the Allianz Group, one of the largest insurance and asset management companies in the world.
Thorsten Helms, Director of Business and Corporate Development at Fuella, praised the state of Ceará for its leadership in the energy transition and emphasized that the project will bring significant advances to the green ammonia market.
“We are very happy to have Ceará as a partner and we are truly convinced that this is one of the best places in the world to produce green ammonia. Therefore, we are very proud and can’t wait to start work, and we thank you for trusting us“, commented Helms.
The Green Hydrogen Hub at the Port of Pecém
This project is part of a larger strategy to transform Ceará and the Northeast into a Green Hydrogen Hub. Since the establishment of the ZPE at the Port of Pecém, the state has been seeking to attract investments in the area of renewable energy.
Currently, the pre-contracts signed at the site total US$ 24 billion, with various companies interested in being part of this energy transformation process.
Hugo Figueirêdo, President of the Pecém Complex, highlighted the relevance of this investment and how it strengthens Ceará’s position in the global H2V market. “This is a company that is strongly participating in the green hydrogen market worldwide, and it comes here to strengthen our Hub and ensure that we can offer a full range of H2V supply solutions. Not only for the external market but also to strengthen our internal market“, he concluded.

In addition to the direct impacts on the Ceará economy, such as job creation and attraction of new investments, the project aims to position Brazil as an important green hydrogen producer, contributing to global emissions reduction goals.
