Mato Grosso do Sul Advances in Energy Transition with the Implementation of Mega Solar Plants That Promise to Boost the Local Economy, Generate Jobs, and Expand the Use of Clean Energy in the State
In a historic announcement, the Government of Mato Grosso do Sul confirmed the implementation of three mega solar plants capable of supplying approximately 63% of the state’s electricity consumption. The initiative represents a decisive advancement towards energy transition and reinforces the state’s commitment to sustainable development and modernization of the energy matrix.
Government Announcement and Details of Solar Energy Projects
The private investment, estimated at R$ 5.12 billion by Casa dos Ventos, is considered one of the largest in the solar energy sector ever announced in the region. In addition to enhancing energy security, the project is expected to boost the economy of Mato Grosso do Sul, create thousands of jobs, and attract new businesses to the state.
The announcement took place at the Governor’s Office in Campo Grande, with the presence of Governor Eduardo Riedel, Secretary Jaime Verruck (SEMADESC), and representatives from the company Casa dos Ventos, a national reference in the renewable energy sector.

Minas Gerais takes the lead in renewable energy: State surpasses historic mark of 14 GW in solar energy generation in MG and consolidates dominance in the Brazilian electric sector.
The company presented the technical details and the schedule for the implementation of the three mega solar plants, which will be installed in the municipalities of Campo Grande, Paranaíba, and Paraíso das Águas.
The project received environmental licensing from the Institute of the Environment of Mato Grosso do Sul (IMASUL), which ensures legal and environmental security for the execution of the works. In addition, R$ 25 million will be applied in environmental compensations, ensuring the preservation of strategic areas and ecological balance.
Billion-Dollar Investment and Capacity for Solar Energy Generation
With the investment of R$ 5.12 billion, Mato Grosso do Sul will see a significant increase of approximately 45% in installed power of electricity. In practice, this means a leap in prominence for the state in the national renewable generation scenario, contributing about 8% of the growth of the Brazilian energy matrix in the coming years.
The three mega solar plants will have the following characteristics:
- Rio Brilhante Solar Plant (Campo Grande): area of 1,100 hectares, 1,105,920 photovoltaic modules, and installed capacity of 491 MW.
- Seriema Solar Plant (Paranaíba): 940 hectares, 889,200 modules, and capacity of 400 MW.
- Paraíso Solar Plant (Paraíso das Águas): 1,250 hectares, 1,252,800 modules, and generation of 640 MW.
These three combined projects total more than 1,500 MW of installed power, which could meet 63% of the state’s current demand, strengthening the supply of clean energy and reducing dependence on non-renewable sources.
The first two plants are expected to be operational by June and July 2026, and the third by September 2027. All have valid environmental licenses and ecological compensation plans.
Solar Energy as a Vector of Energy Transition in Mato Grosso do Sul
The expansion of photovoltaic plants marks a new phase in the energy policy of Mato Grosso do Sul. The state government aims to become carbon neutral by 2030, aligning with global sustainability guidelines and the reduction of greenhouse gas emissions.
According to Secretary Jaime Verruck, “this investment represents a significant increase in the state’s electric matrix and positions Mato Grosso do Sul at the forefront of the energy transition in Brazil.”
In addition to the environmental contribution, the large-scale adoption of solar energy ensures greater stability in electricity supply, diversifies generation sources, and reduces costs in the long term. Clean energy is a strategic bet for sustainable regional development.
Positive Impacts on Economy and Job Creation
One of the main immediate impacts of the implementation of the mega solar plants is the movement of the local economy. It is estimated that more than 4,000 direct and indirect jobs will be created just during the construction phase, involving skilled labor, transportation, logistics, engineering, and general services.
According to Governor Eduardo Riedel, the arrival of investments in renewable energy strengthens the business environment in the state. The supply of energy is a decisive factor in attracting industries and new enterprises. This project shows that we are prepared to grow sustainably.
In addition to jobs, the plants will bring new opportunities for regional suppliers, startups, and educational institutions that will be able to develop research and solutions in solar technology. The economy of Mato Grosso do Sul tends to become more competitive and innovative.
Sustainability and Environmental Commitment
The environmental licensing of the solar plants followed strict technical criteria established by IMASUL, ensuring compliance with the state’s environmental policies. The application of R$ 25 million in environmental compensations includes the recovery of degraded areas and actions for biodiversity preservation.
These measures reinforce the commitment of the government and Casa dos Ventos to a sustainable development model. Generating clean energy with environmental responsibility is one of the pillars of the energy transition in Mato Grosso do Sul.
Another important point is the efficiency of the latest generation photovoltaic modules, which ensure higher energy production with less impact on the land. The expectation is that the plants will maintain efficient operation for at least 30 years, with low carbon emissions and high reliability in electricity supply.
Clean Energy as the Engine of a Sustainable Future
The implementation of the three mega solar plants in Mato Grosso do Sul is more than an investment in infrastructure: it is a firm step in the transformation of the energy matrix and the state economy. The future of energy is being built based on sustainability, innovation, and environmental responsibility.
The project places the state in a prominent position in the national scenario, stimulates the creation of green jobs, boosts the regional economy, and reaffirms the commitment to a growth model based on clean sources.
As the plants come online by 2027, the positive impact will be noticeable not only in electricity generation statistics but also in the quality of life of the population and the competitiveness of Mato Grosso do Sul in the productive sector.
The mega solar plants represent the convergence of technology, sustainability, and economic development. The path to energy transition increasingly passes through the sun that lights up the future of the state and inspires Brazil to follow the same direction.
