In a historic announcement, the Government of Mato Grosso do Sul confirmed the implementation of three mega solar plants capable of supplying approximately 63% of the state’s electricity consumption. The initiative represents a decisive advancement towards energy transition and reinforces the state’s commitment to sustainable development and modernization of the energy matrix.

Government Announcement and Details of Solar Energy Projects

The private investment, estimated at R$ 5.12 billion by Casa dos Ventos, is considered one of the largest in the solar energy sector ever announced in the region. In addition to enhancing energy security, the project is expected to boost the economy of Mato Grosso do Sul, create thousands of jobs, and attract new businesses to the state.

The announcement took place at the Governor’s Office in Campo Grande, with the presence of Governor Eduardo Riedel, Secretary Jaime Verruck (SEMADESC), and representatives from the company Casa dos Ventos, a national reference in the renewable energy sector.

The company presented the technical details and the schedule for the implementation of the three mega solar plants, which will be installed in the municipalities of Campo Grande, Paranaíba, and Paraíso das Águas.

The project received environmental licensing from the Institute of the Environment of Mato Grosso do Sul (IMASUL), which ensures legal and environmental security for the execution of the works. In addition, R$ 25 million will be applied in environmental compensations, ensuring the preservation of strategic areas and ecological balance.

Billion-Dollar Investment and Capacity for Solar Energy Generation

With the investment of R$ 5.12 billion, Mato Grosso do Sul will see a significant increase of approximately 45% in installed power of electricity. In practice, this means a leap in prominence for the state in the national renewable generation scenario, contributing about 8% of the growth of the Brazilian energy matrix in the coming years.

The three mega solar plants will have the following characteristics:

  • Rio Brilhante Solar Plant (Campo Grande): area of 1,100 hectares, 1,105,920 photovoltaic modules, and installed capacity of 491 MW.
  • Seriema Solar Plant (Paranaíba): 940 hectares, 889,200 modules, and capacity of 400 MW.
  • Paraíso Solar Plant (Paraíso das Águas): 1,250 hectares, 1,252,800 modules, and generation of 640 MW.

These three combined projects total more than 1,500 MW of installed power, which could meet 63% of the state’s current demand, strengthening the supply of clean energy and reducing dependence on non-renewable sources.

The first two plants are expected to be operational by June and July 2026, and the third by September 2027. All have valid environmental licenses and ecological compensation plans.

Solar Energy as a Vector of Energy Transition in Mato Grosso do Sul

The expansion of photovoltaic plants marks a new phase in the energy policy of Mato Grosso do Sul. The state government aims to become carbon neutral by 2030, aligning with global sustainability guidelines and the reduction of greenhouse gas emissions.

According to Secretary Jaime Verruck, “this investment represents a significant increase in the state’s electric matrix and positions Mato Grosso do Sul at the forefront of the energy transition in Brazil.”
