The Plan of the New Petrobras President to Accelerate the Sale of Its Refineries Was Successful and More Companies May Enter the Bid in the Coming Days
The sale of Petrobras refineries has resumed with strength and full speed, in an official statement from the state company today (18), causing frustration among entities and union leaders who had hope in the new president of the company, Ivan Monteiro, who took office after the resignation of the former president, Pedro Parente, when he faced pressure triggered by the truck drivers’ strike. New union mobilizations are currently happening in order to address how they will respond to this issue.
On Petrobras’ own website, in the official statement, there is a passage that reads: ” Petrobras, continuing the announcements made on 04/27/2018 and 05/23/2018 regarding the partnership processes in refining, informs that, in response to requests from parties interested in refining partnerships, it has extended the deadline for signing confidentiality agreements and other documents provided in the disclosure of the opportunity to 07/02/2018.” In simple words, the sale of Petrobras refineries may be realized anonymously, with no one knowing the companies in the bid and the sale dates.

So far, 5 companies have already stated contractual terms regarding the confidentiality of today’s sales bids (18), but since other companies have expressed interest in entering the auctions, Petrobras has extended the deadline until July 2. This way, there will be more competitiveness and better chances of doing business.
Refineries That Will Be Sold
Northeast ⇒ The Northeast subsidiary will include the Landulpho Alves refineries (RLAM) in Bahia, and Abreu e Lima (RNEST) in Pernambuco, as well as the logistics assets (pipelines and terminals) operated by Transpetro and integrated with these refineries: 2 waterway terminals (Madre de Deus and Suape) and 3 land terminals (Candeias, Itabuna, and Jequié), 2 oil supply pipelines, 1 multipurpose pipeline, and 35 derivative pipelines connecting the refineries to distribution bases and terminals.
South ⇒ The South subsidiary will include the Alberto Pasqualini refineries (REFAP) in Rio Grande do Sul and Presidente Getúlio Vargas (REPAR) in Paraná, as well as the logistics assets (pipelines and terminals) operated by Transpetro and integrated with these refineries: 4 waterway terminals (Paranaguá, São Francisco do Sul, Tramandaí, Niterói) and 3 land terminals (Guaramirim, Itajaí, and Biguaçu), 2 oil supply pipelines, 2 multipurpose pipelines, and 4 derivative pipelines connecting the refineries to distribution bases and terminals.
According to information provided by the state company’s press office, the sale of Petrobras refineries is part of the company’s divestment plan, aimed at strengthening the company and strategically repositioning it in the refining market. This would only be possible through partnerships with companies in the refining, logistics, and transportation sectors. With these new measures, Petrobras will hand over 25% of the refining capacity into the hands of private initiative, which should naturally be foreign companies.
