Older People Gain New Deadline To Ask For Refunds And Understand Updated Rules Of Associative Reimbursement Of INSS

The announcement from INSS, made on November 12, 2025, extended the deadline for retirees and pensioners to contest unauthorized associative discounts. The decision, approved by the STF, reinforces the need for transparency and, thus, creates a safer process for millions of elderly people. The new deadline to request reimbursement has been moved to February 14, 2026, which therefore guarantees more time to identify irregularities and request the return of the amounts.

What Changed In Reimbursement After The Extension

The extension changes the original calendar set for November 14, 2025 and, therefore, allows elderly people aged 60, 61, 62, 63, 64, 65 years or older to continue requesting the return of amounts deducted without authorization. This expansion, according to the president of INSS, Gilberto Waller, aims to protect those who depend entirely on the monthly benefit.

Furthermore, the interinstitutional agreement expanded the cases of automatic reimbursement. Thus, indigenous people, quilombolas, and seniors over 80 years receive direct reimbursement on the payroll, without the need to join the contestation system.

Financial Reach And Social Impact Of The Measure

Since July 2025, INSS has refunded R$ 2.5 billion to approximately 3.7 million beneficiaries, according to official data. This program has thus consolidated itself as one of the largest efforts in administrative reparation in recent history. In addition, another 1.1 million insured individuals have had their contests approved and can request immediate payment.

The impact is significant, especially because many seniors use the benefits for essential expenses. Discounts of a few reais, therefore, compromise medications, food, and basic bills.

Who Can Request Payment From INSS Now

The refund request applies to insured individuals who have suffered:

  • undue associative discounts;
  • charges made by entities without authorization;
  • documentary irregularities presented by associations;
  • inclusion in automatic reimbursement groups.

Additionally, any elderly person with an active benefit, including those aged 60 to 65 years, can request a refund. Thus, the mere absence of authorization makes the insured eligible for reimbursement.

Entities Investigated By INSS

The addendum confirmed irregularities involving 17 entities, including: AASAP, AMAR Brasil, CENAP.ASA, MASTER PREV, ANDDAP, CONAFER, ABRAPPS, CINAAP, COBAP, SINDNAPI, AASPA, UNSBRAS, AAPB, AAPEN, CAAP, AMBEC, and CEBAP. All may have amounts reverted to insured individuals who contest discounts.

The issues involve non-standard documents, suspicions of signature fraud, and inconsistent defenses, according to reports sent to the STF in 2025.

How To Request A Refund Safely

The insured can open the request:

  • through Meu INSS, accessing “Appointments/Requests”;
  • by Central 135, available from Monday to Saturday;
  • in person, at INSS agencies, CRAS, and DPU.

All amounts will be refunded with monetary correction, according to an official statement from Gilberto Waller, which ensures full compensation for the losses.

How To Check For Suspicious Discounts

Senior citizens should access the Payment Statement in Meu INSS and then check the area “Various Discounts”. Any unrecognized associative charge should be immediately contested.

A Decisive Deadline For Millions Of Elderly People

With the new deadline on February 14, 2026, seniors aged 60 years or older have a new opportunity to recover improperly deducted amounts. Thus, it is essential to check statements, verify irregularities, and use only official channels.

In this way, the country adjusts processes, protects insured individuals, and strengthens confidence in the social security system.
