The Port of Santos, the largest in Latin America, will have a new Federal Police (PF) headquarters. The Ministry of Ports and Airports and the PF signed a memorandum of understanding on September 16, 2025 that authorizes the project for the complex, budgeted at R$ 58 million, funded by the Port Authority of Santos (APS), a Brazilian public company, with financial support from the Internal Railway of the Port of Santos (FIPS). The signing brought together Minister Silvio Costa Filho, General Director Andrei Rodrigues, and APS President Anderson Pomini.
The area of 5,800 m² is located at the channel entrance, along the Estuary. The building was designed to be seen by vessels before docking, reinforcing the preventive and deterrent nature of police presence. The location tends to shorten response time to incidents at sea and operations against smuggling and international drug trafficking.
According to APS, the building will have 10 floors and will integrate judicial and administrative police units, as well as the Special Maritime Police Nucleus (NEPOM), centralizing intelligence and operations. The goal is to gain agility and reduce operational costs for the logistics ecosystem.

Who Will Fund the Construction of the PF Headquarters in the Port of Santos

The ceremony on 09/16 also included the regional superintendent of the PF in São Paulo, Rodrigo Luís Sanfurgo de Carvalho. Minister Silvio Costa Filho highlighted that Santos accounts for over 30% of the country’s foreign trade flow and is experiencing a long-term investment cycle, an argument used to prioritize port security.
For the PF, the presence at a high-traffic and visible location improves the perception of security among operators and service users, in addition to enhancing governance within the complex. The leadership of APS maintains that the measure aligns with the structural expansion of the port and international security requirements.
Strategic Location and Design of the Complex

The integration of NEPOM strengthens the fight against transnational crimes along the São Paulo coast.
The strategic position also facilitates joint actions with the Navy, Federal Revenue, Vigiagro, and other authorities operating at the quay, increasing interoperability and the effectiveness of inspections.
Timeline, Environmental Licensing, and Delivery
According to MPor and APS, the plan provides 6 months to hire and develop the executive project and submit the environmental licensing to Ibama. Once this phase is completed, the construction has a window of 12 months, with completion estimated for April 2027. Intermediate milestones may be adjusted according to environmental conditions and public works procedures.
The licensing is a central step, as the headquarters will be on the banks of the Estuary, a sensitive area. Ibama has a history of environmental inspections at the port and can impose mitigating measures to prevent impacts, which reinforces the need for a robust executive project.

Port security, combating drug trafficking, and reducing logistics costs are the three pillars of the project. The Port of Santos took the Latin American lead in containers in 2025 and broke movement records, which increases exposure to illicit activities and demands state capacity accordingly.
