Oil Royalties Boost Investments in Health and Education in Saquarema. Research Shows a 158.4% Increase in Per Capita Spending on Education and 84.6% in Health Between 2023 and 2026.
While many municipalities face financial difficulties, Saquarema stands out when it comes to the use of oil royalties. Recent data shows that resources from oil exploration are funding significant advancements in essential areas.
The numbers are part of the Oil & Living Conditions research. The study analyzes public information from the 50 Brazilian municipalities that receive the most oil royalties. The survey is conducted by Agenda Pública, an organization focused on strengthening public management and sustainable development.
According to data released in early 2026, per capita investments in education and health have grown significantly in the Fluminense city.

Education Leads Increase in Investments
First, the education numbers stand out. Between the survey published in 2023 and the most recent one, per capita spending jumped from R$ 4,397 to R$ 11,363.
This represents an increase of 158.4%. In other words, it more than doubled.
This significant growth indicates that a relevant portion of oil royalties has been directed towards strengthening schools, expanding facilities, and improving educational services. Additionally, the city hall is betting on structural projects to maintain this growth trend.

Among the initiatives is the construction of the City of Education, in the Aviation Field. The proposal is to expand the offer of education and modernize the municipal network.
Health Also Records Significant Advancement
In the health sector, the advancement was also substantial. Per capita investments rose from R$ 2,286 to R$ 5,217 during the analyzed period.
The growth was 84.6%. Although lower than that recorded in education, the increase is still considered significant.
Part of these resources is linked to new projects, such as the Municipal Hospital Porphírio Nunes de Azevedo, in Raia. The expectation of the municipal administration is that the numbers will grow even more in the coming years, accompanying the expansion of infrastructure.
Oil Royalties at the Center of Debate
Saquarema is among the municipalities that receive the most oil royalties in the country. This places the city at the center of discussions on how to strategically apply these resources.
Mayor Lucimar Vidal commented on the research results. “This is yet another piece of evidence of the strength of our work, which has been transforming our city. Saquarema is now a city that attracts investments, has top-notch education and health, and creates jobs. The data from this research shows that we are on the right track, and we will continue,” she declared.
