Who Can Request Exemption
As the annual billing calendar for IPVA, established in the 1980s, approaches, interest in exemptions grows.
However, according to Gov.br, Federal Senate, Ministry of Economy, and state Finance Departments, age does not guarantee automatic exemption.
Thus, the benefit depends on criteria defined by the states.
Age Does Not Guarantee Automatic Exemption
Many elderly drivers associate autonomy with the vehicle.
However, age, on its own, does not exempt the payment of the tax.
Official sources reinforce this guidance. Thus, each request requires individual evaluation.
This ensures accuracy in the process.
State Competence and Different Criteria
IPVA is under state jurisdiction.
Therefore, each state defines its own criteria, deadlines, and requirements.
Thus, the taxpayer must follow exactly what is determined by the state Finance Department where they are registered. The rules vary significantly.
Who Can Request Exemption
Only elderly individuals with mobility limitations or specific health conditions can request an exemption and must also present an updated medical report.
As a result, each case undergoes individual evaluation, reinforcing the technical nature of the analysis.
The vehicle must be registered in the applicant’s name, and when the elderly person does not drive, the car can be adapted. Additionally, the automobile can be driven by authorized third parties, as long as this condition is formally stated in the process.
Health Conditions Evaluated
Finance Departments in Paraná, São Paulo, and Goiás cite conditions such as rheumatoid arthritis, multiple sclerosis, and severe heart disease, including aftereffects of strokes, amputations, and mastectomy.
Confirmation depends on medical reports, and documentation of the vehicle is also required. Some states conduct supplementary examinations, reinforcing the technical evaluation required.
How It Works in Pará
In Pará, according to Sefa-PA, there is no exemption based solely on age and therefore the state grants the benefit only to People with Disabilities.
This includes physical, visual, severe mental, and autism disabilities, as well as equivalent conditions.
On the other hand, elderly individuals can obtain exemption only when the vehicle is over 15 years old, and this rule applies to any owner.
Application Process
Since each analysis depends on the Finance Department, the request must be submitted directly to the agency and, consequently, must follow state protocols.
Individual evaluation ensures the proper granting of the benefit and therefore preserves the autonomy represented by the automobile for many elderly drivers.
