The modernization of the Highway Padre Manoel da Nóbrega (SP-055) advances with a package of interventions that combines works, operational reinforcement, and new toll collection technologies.
With around R$ 134 million already applied in recovery and conservation, the program reports 17,3 thousand tons of new pavement, 11 million m² of managed vegetation, and the reinforcement of 30 vehicles for highway policing since November 2024.
The set of actions generates jobs and alters the circulation dynamics on the main axis that connects the Baixada Santista to logistical hubs and the Port of Santos.

Local Employment and ISS Revenue
The concession of the Lote Litoral Paulista, operated by Concessionária Novo Litoral, opened around 700 job positions since the beginning of the contract.
According to the company, 95% of the positions were filled by workers residing in the attending municipalities.
In the fiscal area, the contract provides R$ 55 million in transfers of ISS to coastal municipalities in the first five years. The revenue strengthens the municipal revenues for funding local services.
Where Works Are Advancing
The teams are concentrated in sections of Bertioga, Santos, Miracatu, and Peruíbe. The schedule has already included the restoration of 34 kilometers of lanes, with new asphalt application and structural corrections at critical points.
In parallel, there has been reinforcement of signage and lighting, along with conservation services that include drainage, cleaning of devices, and slope recomposition.
The management of vegetation, which exceeded 11 million m², improved visibility in curve areas and access approaches.

24-Hour Service and Security Reinforcement
To structure user assistance, the concessionaire has set up 24-hour operational bases along the granted section.
These points centralize towing, pre-hospital care, and light mechanical support.
Highway policing has also been reinforced: more than 30 vehicles began operating since November 2024, expanding the capacity to respond to incidents.
The contract also includes CCTV monitoring and expansion of connectivity on the SP-055.
In addition, overpasses, bike paths, service roads, and duplications are planned, solutions that separate the flow of vehicles and pedestrians.
Electronic Portals Conditioned to Priority Works
The installation of the toll collection portals only occurs after the completion of priority works, with oversight from Artesp.
There is a specific condition: the operation depends on the delivery of service roads between Praia Grande and Peruíbe. Until these stages are finalized, residents of the South Coast remain exempt from payment.
Proportional Toll: How Siga Fácil Works
The project includes Siga Fácil, a system from the Government of São Paulo that replaces physical toll plazas with electronic portals that read license plates or tags. The technology eliminates the need to stop, reduces queues, and minimizes conflict points.
In concessions established starting in 2024, the toll will be proportional to the distance traveled. The implementation is gradual in the most recent projects, including the Novo Litoral Paulista.
According to the current schedule, the charging of new tolls in the region is scheduled for 2027.
Regional Logistics and Smooth Traffic on SP-055
SP-055 serves as a corridor between cities in Baixada Santista, the Port of Santos, and areas of Alto Tietê and Vale do Ribeira.
With restored lanes, renewed signage, and constant service, the expectation is to reduce travel time and facilitate the flow of cargo.

In total, the contract provides for R$ 4.3 billion in investments. The plan includes the duplication of 89.8 kilometers of highways, the execution of 108.5 kilometers of service roads, and 212 kilometers of various improvements.
The interventions reach sections of Baixada Santista, Alto Tietê, and Vale do Ribeira.
The routine maintenance keeps the pavement in good condition, avoiding premature deterioration and prolonging the lifespan of the works.

With the work fronts distributed and the assistance apparatus reinforced, the priority falls on the delivery of the service roads between Praia Grande and Peruíbe, a necessary step for the activation of the toll collection portals.
Next, works on overpasses, bike paths, and duplications are planned. The execution remains under the oversight of Artesp, which validates deadlines and contractual goals.
