Official Survey Indicates Increase In Escapes During Christmas, Concentration Among Members Of The Comando Vermelho And Reignites Alerts About Risks To Public Safety

More than 250 prisoners who left prison units during the Christmas leave did not return to prison within the legal deadline. In total, 258 inmates disobeyed the return deadline of December 30, the date that marked the end of the Periodic Home Visit (VPL) granted during the Christmas period.
The information was disclosed by media outlets and confirmed with data from the Department of Penitentiary Administration (Seap). According to official numbers, the total represents a 7% increase compared to last year, which reinforces the authorities’ concern about the rise in escapes.
Additionally, the survey shows that 150 of the fugitives belong to the Comando Vermelho (CV). During Christmas, 346 prisoners linked to the faction were authorized to leave temporarily. Of that group, 47.45% did not return, a rate considered high by security forces.

Prisoners Considered Extremely Dangerous Are Among The Fugitives
Among the most serious cases is that of Tiago Vinicius Vieira, known as Dourado. Seap classifies the inmate as “extremely dangerous”. He is a member of the Third Pure Command (TCP), a faction operating in Mato Grosso do Sul.
The Federal Police arrested Tiago in flagrant action in the Rio de Janeiro on December 11, 2018, while he was negotiating synthetic drugs. At that moment, he was already a fugitive from a maximum-security prison in Campo Grande (MS). Seven years later, the temporary leave benefit allowed him to leave prison again. However, he did not return within the expected timeframe.
In addition to him, three other criminals considered equally dangerous, all linked to the Comando Vermelho, also violated the rules of temporary leave. Authorities identified:
- André Luiz de Almeida, known as Nestor do Tuiuti
- Márcio Aurélio Martinez Martelo, known as Bolado, from Fallet
- Sérgio Luiz Rodrigues Ferreira, known as Salgueiro or Problema
These names hold strategic positions in trafficking. According to records, they act as leaders of Morro do Tuiuti in the North Zone of Rio, of Fallet in Santa Teresa, and as managers of the Lagoa favela in Magé.
Factions Concentrate The Majority Of Escapes During The Christmas Period
When analyzing the distribution of escapes by faction, the dominance of criminal organizations becomes evident. Of the 258 prisoners who did not return:
- 58.1% belong to the Comando Vermelho (CV)
- 15.1% are linked to the Third Pure Command (TCP)
- 8.9% are part of the Friends of Friends (ADA) faction
- 17.8% declared themselves neutral, without formal ties to factions
On the other hand, the list of those benefiting from temporary leave also included 21 police officers and 23 militiamen. In this specific group, all returned to prison within the deadline, according to official data.
Thus, the numbers indicate that escapes during Christmas are mainly concentrated among members of criminal factions, which broadens the debate on the criteria for granting the benefit.
Rules Of Temporary Leave And Direct Impact On Public Safety
Brazilian legislation authorizes temporary leave for prisoners in the semi-open regime who have served one sixth of the sentence, in the case of first-time offenders, or one quarter of the sentence, in the case of repeat offenders. Additionally, the inmate must demonstrate good behavior.
Even so, the high number of escapes reignites discussions about the effectiveness of supervision, the risks to the population, and the need for a revision of the criteria adopted by the penitentiary system.
Meanwhile, security forces intensify search operations and monitoring of the fugitives. Experts warn that the increase in escapes could undermine public confidence in the current temporary leave model and heighten the sense of insecurity.
