Billion-Dollar Fraud at INSS: More Than 2 Million Have Joined the Reimbursement Agreement, but 800 Thousand Retirees Have Not Yet Requested Reimbursement for Illegal Discounts
The INSS (National Institute of Social Security) has launched one of the largest collective reimbursement programs in Brazilian history. The reimbursement of amounts affects retirees and pensioners who were victims of undue discounts, which, according to IstoÉ Dinheiro, totaled over R$ 6.3 billion in losses between 2019 and 2024. So far, more than 2 million beneficiaries have joined the agreement, but about 800 thousand people have not yet requested the reimbursement, despite being entitled to it.
The reimbursement is made directly to the insured’s account, with correction based on the IPCA, and can be requested for free through the Meu INSS app or at post offices. For many, it is a vital remedy, as the discounts affected a group that relies almost entirely on retirement to survive.
How the Fraud Worked at INSS
Investigations from the “No Discount” operation by the Federal Police, with support from the CGU (Office of the Comptroller General), revealed that INSS employees, in partnership with outsourced entities, were applying illegal discounts on benefits, simulating union fees and payroll loans that were never contracted.

According to an audit by the CGU, 90% of the signatures used to authorize the deductions were fake. In a sample of 1,300 retirees, the vast majority claimed to have never authorized any discount. The scheme moved billions of reais and only came to light after complaints in 2025.
Reimbursement Has Started, but Thousands Have Not Requested
As of now, 1,995,450 beneficiaries will receive the amounts by September 1st, with monetary correction. In total, more than 2 million have joined, but 800 thousand retirees and pensioners have yet to request the reimbursement.
Those who suffered undue discounts between March 2020 and March 2025 can receive the reimbursement. In some cases, however, it is necessary to withdraw ongoing legal actions to join the agreement. The current deadline for enrollment is until November 14, 2025, with a possibility of extension.
Impact on Retirees
This is one of the largest scams ever recorded against INSS beneficiaries. The fraud affected a vulnerable audience, who often did not immediately notice the undue discounts. So far, more than 11 million Brazilians have consulted official channels to check if they were victims; of these, 1.87 million confirmed the fraud, totaling almost R$ 1 billion already released in reimbursements.
In addition to the financial impact, the scandal reinforces the need for greater transparency and oversight in the systems of loans and fees. Experts advocate for stricter measures to prevent new scams, such as automatic blocks and real-time alerts for beneficiaries.
The reimbursement of amounts diverted from INSS represents a partial victory for retirees and pensioners, but there are still 800 thousand Brazilians who have not requested reimbursement for undue discounts. Joining is free and can ensure the return of amounts that make a difference in the family budget.

Boa….Eu Gilberto Martins fui um deles, sou aposentado por invalidez e tive este desconto em minha folha de pagamento, porém diz o INSS que Eu já recebi os valores, mas o meu reembolso não condiz com valores que foi descontado em minha folha de pagamento foram 05anos e que recebi não e igual ao total descontado de minha folha de pagamento vou ter que ir ao correio para dar entrada 🙌🙏🖐️👈☝🏿!!
