The exploration of oil in the Equatorial Margin is the stage for an intense and long-standing debate, involving Petrobras’ plans and radical views on nature conservation. Recently, the government took a significant step, with Ibama approving a Petrobras plan, but the discussion on the limits between progress and preservation in the Amazon region is far from reaching a conclusion.

The Impasse in the Equatorial Margin: An Ancient and Intense Debate

The issue surrounding oil research in the Equatorial Margin stems from a radicalism in views on nature conservation. This is an intense and longstanding fight, with no clear winner on the horizon, now focused on Petrobras’ intentions for the region. In light of this scenario, the federal government has begun to take action.

Green Light for Petrobras: Ibama Approves Crucial Phase in the Equatorial Margin

The Brazilian Institute of Environment and Renewable Natural Resources (Ibama) took an important step for Petrobras. The agency approved the Oil Spill Response and Protection Plan submitted by Petrobras. This approval is for maritime research activities in a block of the Amazon River Mouth Basin, in Amapá, located in the Equatorial Margin.

With this, Petrobras will be able to conduct inspections and drills in the area. The analysis of this fauna rescue plan by Ibama is considered, internally by the agency, as the final stage. It precedes the licensing of the well that Petrobras intends to drill in the Equatorial Margin.

Development vs. Conservation in the Sights of Petrobras

The debate over exploration in the Equatorial Margin, intensified by Petrobras’ plans, reflects, for some, a radical conservationist stance. Historically, cities have been built over forests. New York, for example, was a swamp before becoming a metropolis. The North American plains saw the extinction of bison along with indigenous populations.

Brazil does not need to adopt such extreme positions in light of Petrobras’ projects. It is possible to seek a balance between conservation and development. However, one cannot preserve the forest merely for tourists to photograph the wildlife while native populations, potentially affected by Petrobras’ activities, face hardships.

Details of the State-Owned Company’s Project in the Equatorial Margin

Petrobras plans to drill an initial well. It will be about 160 kilometers from the coast of Oiapoque, in Amapá. The distance from the mouth of the Amazon River is approximately 500 kilometers. The state-owned company’s goal is clear: to prove the economic viability of the investment to produce oil there. Future production would require another license from Ibama.

It is important to note that in 2018, Ibama denied five licenses to Petrobras and other companies. These were for blocks near well 59, due to the environmental complexity of the Equatorial Margin. In response to Ibama’s requirements, the state-owned company announced the construction of a support base in Oiapoque. The oil giant also stated that it will provide boats for animal rescue.

The Next Decades in the Equatorial Margin with Petrobras

The discussion in the Equatorial Margin is profound and directly involves Petrobras. On one side, those who defend the untouched jungle. On the other, those who seek to bring progress and development to the Northern states, often through projects like those of Petrobras. This debate promises to span the next decade.

The last Brazilian frontiers are located in the extreme North and Northwest. They are regions rich in minerals, oil, the target of Petrobras’ interest, gold, and rubber. They have abundant water and navigable rivers, some with potential for hydroelectric plants. A major dispute is outlined for the future of the Equatorial Margin, with the state-owned company as a central protagonist.
