Union Between the Brazilian Navy and PROSUB Strengthen the Search for National Strengthening with High-Technology Submarines Manufactured in the Country.
The Brazilian Navy has taken an important step in its modernization strategy and naval strengthening with the inauguration of the new command building at the Submarine Base of Ilha da Madeira (BSIM), in Itaguaí, Rio de Janeiro. Located in the southern region of the base, the new structure is part of PROSUB (Submarine Development Program), which aims to enhance Brazil’s naval defense capacity.
Structure of the New Building
With an area of approximately 4,900 m², the space has four levels, including ground floor, two upper floors, and a technical roof.
Designed to be a modern and efficient construction, the building was erected with a precast concrete structure and masonry block closure.

The facade finish, featuring a ventilated façade system, provides not only energy efficiency but also thermal comfort for users.
The work completes the set of buildings at the BSIM Flag Square, consolidating the area as a symbol of strength and unity for the Brazilian Navy.
The New Landmark at the Submarine Base
The new Base Command building is interconnected to the Submarine Force Command building by an imposing portico in the center of the layout.
This portico not only symbolizes the union of the two structures but also serves as a landmark for access to the area, honoring the submariners who contributed to the history of the Submarine Force.
Additionally, the portico serves as a stage for ceremonies and activities held in the central square of the base.
The Base Command building offers ample workspaces, ranging from administrative and logistical areas to rooms designated for the command of the base.
With an innovative design, the structure also includes dormitories, changing rooms, bathrooms, and common areas, such as the hall and D’Armas Square. Furthermore, the building features glass facades, providing a privileged view of the base pier, a distinctive aspect that enhances integration with the external area.
The covered balcony in the building, similar to the Submarine Force Command building, functions as a lounge area, making it ideal for ceremonies and events in the central square of the base.
PROSUB and the Brazilian Naval Force
PROSUB is a strategic program created by the Brazilian Navy to strengthen the country’s naval capacity and reinforce the defense of Brazilian waters.
Notably, the Blue Amazon – a vast maritime area extending along the Brazilian coast to the continental shelf limit. This region accounts for 67% of the national territory and is responsible for 95% of Brazil’s oil production, in addition to being an important corridor for international trade.
In the context of PROSUB, the Brazilian Navy is incorporating four conventional submarines powered by diesel-electric engines and one nuclear-powered submarine.
So far, two conventional submarines – Riachuelo and Humaitá – have been delivered, while Tonelero is in the sea testing phase and Almirante Karam is in the final construction phase.
The nuclear-powered submarine, Almirante Álvaro Alberto, has begun construction, with qualification being carried out by the Navy itself.
The program includes not only the construction of submarines but also the construction of a naval base and two shipyards to support the operation of these new vessels.
Odebrecht Engineering and Construction (OEC) plays a crucial role in this process, working on the construction of the submarines in partnership with the French company Naval Group, in addition to being responsible for the construction of the infrastructure needed to support the PROSUB program.

PROSUB represents a significant advancement for the Brazilian Navy, allowing the country to have state-of-the-art submarines to protect its waters and strengthen its presence in the international arena.
The partnership with France, through technology transfer, has been essential for the program’s success, which aims not only to enhance Brazil’s defense capacity but also to strengthen the national shipbuilding industry.
The protection of the Blue Amazon is one of the highest priorities of the national defense strategy, considering that this area is vital for the Brazilian economy, particularly for oil extraction and foreign trade.
With the construction of new submarines and modernization of naval infrastructure, Brazil is advancing to ensure the security and sovereignty of its territorial waters, which are fundamental for economic development and global trade.
