On Tuesday (04), MEC published Ordinance No. 85/2025, which establishes the Reading and Writing in Early Childhood Education Program (Pro-LEEI).

Training of Education Professionals
Regarding the training of education professionals, the Pro-LEEI plans and implements pedagogical practices aimed at the development of children in the field of oral language, reading, and writing.
The initiative seeks to expand and consolidate educators’ knowledge, providing them with updated tools and methodologies to enhance the teaching and learning process in early childhood education.
Recognition and Dissemination of Pedagogical Practices

Results Achieved
In 2024, the Reading and Writing in Early Childhood Education Program (LEEI) achieved significant results.
In total, 26 federative units and 3,792 municipalities, representing 68% of the total, participated in the initiative.
This resulted in the training of 223,964 preschool teachers, who are now better prepared to promote literacy and language development in children aged 4 and 5, respecting the specificities of these age groups.
Importance of Literacy at the Right Age
Literacy at the appropriate age is crucial for the educational and social development of children.
According to the National Education Plan (PNE), it is expected that all children will be literate by the end of the 2nd year of elementary school.
