Capixaba Capital Reaches Top of National Ranking After Evaluation of 253 Indicators Measuring Fiscal Management, Economy, Social Inclusion and Digital Connectivity, Highlighting Also Unique Geography with 33 Islands and Strategic Role of the Port of Vitória in Brazilian Logistics.
Vitória, capital of Espírito Santo, topped the ranking “The Best Cities in Brazil” in the 2025 edition, after evaluating 5,570 municipalities based on 253 indicators gathered by VEJA Negócios and the agency Austin Rating.
The survey crossed metrics related to fiscal management, economic dynamism, social inclusion, and digital connectivity, seeking to measure the cities’ ability to maintain services and investments with stability over time.
What the Ranking Measured to Define the Best City in Brazil
In the presented methodology, the regularity of results weighed in differentiating municipalities that fluctuate from one year to another from those that sustain performance on various fronts, such as public accounts, economic environment, and service provision.
-
Friends have been building a small “town” for 30 years to grow old together, with compact houses, a common area, nature surrounding it, and a collective life project designed for friendship, coexistence, and simplicity.
-
This small town in Germany created its own currency 24 years ago, today it circulates millions per year, is accepted in over 300 stores, and the German government allowed all of this to happen under one condition.
-
Curitiba is shrinking and is expected to lose 97,000 residents by 2050, while inland cities in Paraná such as Sarandi, Araucária, and Toledo are experiencing accelerated growth that is changing the entire state’s map.
-
Tourists were poisoned on Everest in a million-dollar fraud scheme involving helicopters that diverted over $19 million and shocked international authorities.
Therefore, Vitória stands out for combining fiscal balance and administrative execution, a scenario described as crucial for preserving public policies and expanding investment capacity without compromising the city’s daily functioning.
Fiscal Management and Impact on Public Services
The ranking’s presentation texts indicate that the capixaba capital excelled due to its consistency across different assessed dimensions, which include indicators associated with the efficiency of administration and the municipality’s economic performance.
At the same time, the combination of fiscal adjustment and implementation of public policies is cited as a factor that helps sustain the provision of services, reflecting in areas such as urban mobility, education, and health, without detailing scores by sector.
Digital Inclusion and Connectivity in Performance Calculation
Another axis mentioned in the study’s description is digital connectivity, regarded as a relevant component for quality of life and access to services, especially when municipalities expand electronic service channels.
Within this context, Vitória is cited as a municipality with consistent performance in the set of indicators that make up the ranking, maintaining a leadership position in the overall picture presented by the partnership between the magazine and the agency.
Island Capital with 33 Islands and Unique Territorial Configuration
In addition to the performance measured in management and structure, the city draws attention for its geography: the municipal administration describes the Island of Vitória as an archipelago with 33 islands and a continental portion, a rare feature among capitals.
This configuration, besides composing the urban landscape, shapes displacements and land occupation, as bridges and connecting roads link insular areas to the mainland and integrate the municipality into the metropolitan surroundings.
Port of Vitória and Strategic Importance in National Logistics

In economic terms, the Port of Vitória is mentioned in content related to the topic as a traditional terminal in operation and associated with logistical efficiency, playing a relevant role in cargo transport and connecting with productive chains.
In recent years, the state’s port structure has also undergone management changes and modernization projects, with promises to enhance operational efficiency, according to reports addressing the concession related to capixaba ports.
Medium-Sized Cities Also Stand Out in the National Ranking
The ranking also brought medium-sized municipalities to prominent positions, reinforcing that positive results can appear outside major centers when there is balance between management capacity, services, and economic environment.
Among the examples cited in local disclosures, Indaiatuba appears with a prominent placement in the 2025 edition, in an institutional text that attributes the performance to the same study conducted by VEJA Negócios and Austin Rating.
Indicators Supporting Vitória’s Leadership in 2025
In practice, Vitória’s leadership in the 2025 ranking relies on two blocks of verifiable information: its position in the survey with 253 indicators and the geographical condition of an archipelago with 33 islands, as recorded by the municipality.
Added to this is the logistical role associated with the Port of Vitória and the presence of other well-placed cities in the same context, composing a picture of municipal performance that the research presents as comparable on a national scale.
If the ranking points out where “Brazil works” based on standardized numbers and criteria, which indicators do you consider most important for defining, on a daily basis, the best city to live in?
