If you are one of the millions of drivers in SP, you can celebrate: 2025 has arrived with two changes that will make your life on the streets of the largest metropolis in the country much easier.
End of Vehicle Restriction on Holidays and Waiver of the Fee for the Second Copy of the Driver’s License in Cases of Natural Disasters are the new benefits released by the City Hall and Detran-SP. And if you still don’t know how these measures work, start getting ready because this could help you sooner than you think!
Vehicle Restriction? Only on Weekdays!
The first good news for drivers in SP is the confirmation of the suspension of the Municipal Vehicle Restriction during holidays. CET-SP emphasized that, according to Decrees 37.085/1997 and 49.800/2008, the restriction system is no longer in effect on holidays — in other words, guaranteed freedom to drive around the city with your private car!

Lost Your Driver’s License Due to Flooding? You Won’t Pay Anything!
Now imagine the following situation: your house was hit by a flood, landslide, or other natural disaster and, amidst the chaos, your driver’s license was destroyed. In previous years, in addition to the loss, you would also have to pay for the second copy of the document. But that is over.
Drivers in SP who were affected by extreme weather events now have the right to a second copy of the driver’s license completely for free.
That’s right! Thanks to State Law No. 15.293/2014, this benefit is guaranteed as long as the city hall has declared a state of emergency or public calamity.
How to Get the Free Driver’s License?
To access this right, drivers in SP need to follow a few simple steps:
- Go to a Detran-SP unit;
- Bring a photo ID (or undergo biometric validation);
- Fill out the declaration provided on-site;
- And attention: the request must be made within 60 days after the end of the state of emergency.
No appointment is needed and the process is quick. But it’s worth noting: this waiver only applies to the second copy. If your license is expired, that’s another story — you’ll have to follow the regular renewal process, along with the applicable fees.
A 2025 with More Respect for Drivers
These two changes show that, gradually, reality is starting to tip in favor of drivers in SP. With less bureaucracy, more mobility on holidays, and support when everything goes wrong, we can say that 2025 has started off on the right foot.
What remains to be seen is whether these measures will be expanded or reinforced with new policies.
