These limitations are individual and aim to ensure safety on the road. Some drivers, due to specific conditions identified by a medical examiner, may have a note on their license that restricts driving on certain types of roads, including highways.
The Right to Drive Is Not Absolute: How Restrictions for Drivers Arise
The right to drive is a license granted by the State. Just as it can be granted, it can also be suspended or restricted if the driver does not meet certain requirements. These restrictions do not mean a total prohibition on driving, but rather limitations for specific situations based on the assessment of the driver’s capacity.

Every candidate for their first driver’s license or driver renewing their CNH undergoes a physical and mental fitness exam. Commonly known as the “vision test”, it is more complex and assesses various health conditions of the driver.
If the medical examiner identifies any issues that could compromise safety while driving under certain circumstances, this information should be included in the observations section of the CNH. A common example is the letter “A”, which indicates the need for corrective lenses (glasses or contact lenses) for driving.
Restriction “T” on the CNH: What Prevents Some Drivers from Taking to the Road
There is a series of letters that indicate different restrictions. One of them, the letter “T” (for tatu), specifically prohibits the driver from driving on fast traffic roads and also on highways. Fast traffic roads are urban roads without direct access to properties, without traffic lights or pedestrian crossings at grade.
For drivers who have this letter “T” on their CNH, the prohibition from driving on highways practically prevents undertaking intermunicipal or interstate travel on these roads.
It Is Not a New Law, but an Individual Condition
It is important to emphasize that this prohibition for some drivers is not the result of a “new law” banning travel on highways in a generalized manner. It is an existing condition within the Brazilian Traffic Code and its complementary resolutions, applied individually based on medical evaluation during the physical and mental fitness exam.
The restriction aims to protect both the driver with the limitation and other road users, appropriately aligning the permission to drive with the capacities of each individual.
