The amount transferred by the Government of Rio de Janeiro refers to the collection made between February 28th and March 3rd. There were more than R$ 181 million delivered to the municipality in the collection of oil royalties, IPI, ICMS and IPVA.

The municipalities of Rio de Janeiro take advantage of the high amounts passed on by the Treasury Department in relation to the collection of oil royalties, IPI, ICMS and IPVA. More than R$ 181 million were passed on by the State government cities, referring to the period between February 28th and March 3rd. In 2023 alone, more than R$ 2,8 billion in collections related to the segment were transferred to municipalities.

Government of the State of Rio de Janeiro transfers R$ 181 million in oil royalties and other sector taxes

The year 2023 has been one of great results in the oil and natural gas sector in several Brazilian states, but mainly in Rio de Janeiro.

Holder of a huge production pole of the fuels, the state is showing significant results in monetary collection related to projects in the segment.

For the period between February 28th and March 3rd alone, the State Government transferred more than R$ 181 million in oil royalties, IPI, ICMS and IPVA to the municipalities of Rio de Janeiro.

In addition, in 2023, more than R$ 2,8 billion were passed on to municipalities referring to collection in the segment. This reinforces Rio de Janeiro's current position in the Brazilian oil and natural gas market.

Up to Treasury Department perform weekly deposits, according to the provisions of Complementary Law No. 63, of January 11, 1990. All amounts related to the collection and transfer of royalties can be consulted on the Treasury Portal of the Treasury Department of Rio de Janeiro. 

Transfers to the municipalities of Rio de Janeiro are variable, but the state remains firm in the national fuel market

The collection of royalties in the oil and natural gas sector can vary greatly according not only to internal factors, but also to the international rates charged on products.

In this way, the transfer made by the Government of Rio de Janeiro to the municipalities on a weekly basis does not have an established ceiling, being impacted by the flexibility in the collection.

Thus, it can reach up to 5 total transfers, depending on some factors, such as the monthly calendar, collection deadlines tributary and the amount of funds collected.

All these transfers are carried out based on the Participation Index of Municipalities (IPM), calculated annually for application in the following year, in accordance with the Federal Constitution and Federal Complementary Law No. 63, of January 11, 1990.

Also considered for the calculation are State Laws No. 2.664 of December 27, 1996 and No. 5.100 of October 4, 2007; and State Decree No. 47.664, of June 29, 2021.

In this way, the Government of Rio de Janeiro manages to efficiently control the transfer of oil royalty collections in the state.
