In Ceremony in Rio, Lula Defends Sovereignty Over Brazilian Oil, Announces Petrobras Investments, and Reinforces That Fuel Can Finance the Energy Transition and Combat Poverty.

On last Friday, the 4th, President Luiz Inácio Lula da Silva fiercely defended the use of Brazil’s oil reserves as a source of funding for the energy transition and the fight against social inequality. The statement was made during a ceremony at the Duque de Caxias Refinery (Reduc) in Rio de Janeiro, an event that also announced more than R$ 33 billion in Petrobras investments in the state.

Lula was clear in stating that Brazil will not give up the exploration of its oil in the name of external interests.

For him, the wealth generated by fossil fuel must benefit the Brazilian people, while respecting the principles of environmental responsibility.

“I will not give up Brazilian oil for others to exploit,” declared the president.

Oil as the Engine of the Energy Transition and Social Inclusion

During the speech, Lula emphasized that oil, although polluting, can be the key to financing the energy transition in a sovereign and just manner.

According to him, it is possible to gradually abandon fossil fuels, but with planning and strategic use of the resources generated from them.

“I am in favor of ending [fossil fuel], when we make fossil fuel the funding for the so-called energy transition that we have to make,” he explained.

Moreover, the president reinforced that the government’s focus is to ensure that Brazil’s natural wealth generates progress for those who need it most, combating poverty and expanding economic opportunities.

Petrobras: Protagonist of Reindustrialization and Clean Energy

Lula’s speech was accompanied by the announcement of new investments from Petrobras, totaling more than R$ 33 billion just in the state of Rio de Janeiro.

The funds will be allocated to the expansion of Reduc, the Boaventura Energy Complex in Itaboraí, and other strategic fronts of the company.

According to the government, these projects are expected to generate over 100,000 direct and indirect jobs, boosting national reindustrialization and positioning Petrobras as a key player in the energy transition in the country.

In addition to increasing the production of S-10 diesel and aviation kerosene, the state-owned company’s plan also includes the production of renewable fuels, such as HVO (hydrotreated vegetable oil) and SAF (sustainable aviation fuel), with lower environmental impact technologies.

Lula Criticizes External Pressures and Defends Brazilian Autonomy

Lula spared no criticism of the international pressures calling for an immediate end to oil exploration in developing countries.

For him, these demands disregard the historical inequalities and social challenges faced by Brazil.

“We do not want to harm anything, but we do not want to give up the wealth of our country to benefit our people,” he stated.

The president emphasized that the energy transition needs to respect the context of each country, and that Brazil can lead this process without giving up its sovereignty.

“I want us to do it in the healthiest way possible, in the most responsible way possible,” he added.

Investments Expand Petrobras Operations Until 2029

In addition to the announcements in Rio de Janeiro, Petrobras projects total investments of US$ 111 billion by 2029, focusing on refinery expansion, operations in fertilizers, logistics, petrochemicals, and renewable sources.

This strategy positions the company as a protagonist in the global challenge of reconciling energy security, environmental responsibility, and economic growth. Lula highlighted the role of the state-owned company in this balance:

“I am proud that Petrobras is a company that takes climate issues very seriously,” he declared.
